Summary of Position:          Responsible for overseeing and managing ASI’s information technology projects. Coordinates project phases from development to installation. Acts as liaison between company, vendors, and consultants.

Key Activities:

  • Advise on IT strategic and operational planning to achieve business goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, and management of current and future IT systems across the organization.
  • Advise on developing and maintaining an appropriate IT organizational structure that supports the needs of the business.
  • Advise on establishment of IT departmental goals, objectives, and operating procedures.
  • Identify and advise on opportunities for the appropriate and cost-effective investment of financial resources in IT systems and resources, including staffing, sourcing, purchasing, and in-house development.
  • Assess and communicate risks associated with IT investments.
  • Develop, track, and control the information technology annual operating and capital budgets.
  • Develop business case justifications and cost/benefit analyses for IT spending and initiatives.
  • Direct development and execution of an enterprise-wide disaster recovery and business continuity plan.
  • Advise on and make recommendations on the improvement or re-engineering of the IT organization.
  • Coordinate and facilitate consultation with stakeholders to define business and systems requirements for new technology implementations. Approve, prioritize, and control IT projects as related to the selection, acquisition, development, and installation of major information systems.
  • Review hardware and software acquisition and maintenance contracts and pursue master agreements to capitalize on economies of scale.
  • Define and communicate corporate plans, policies, and standards for the organization for acquiring and implementing IT systems.
  • Ensure continuous delivery of IT services through oversight of service level agreements with end users and monitoring of IT systems performance.
  • Ensure IT system operation adheres to applicable laws and regulations.
  • Establish lines of control for current and proposed information systems.
  • Keep current with trends and issues in the IT industry, including current technologies and prices. Advise, counsel, and educate executives and management on their competitive or financial impact.
  • Promote and oversee strategic relationships between internal IT resources and external entities, including government, vendors, and partner organizations.
  • Supervise recruitment, development, retention, and organization of all IT staff in accordance with corporate budgetary objectives and personnel policies.
  • Maintains organization's effectiveness and efficiency by defining, delivering, and supporting strategic plans for implementing information technologies.
  • Preserves assets by implementing disaster recovery and back-up procedures and information security and control structures.
  • Recommends information technology strategies, policies, and procedures by evaluating organization outcomes; identifying problems; evaluating trends; anticipating requirements.
  • Accomplishes financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective action. Develop requirements, outlines, budgets, and schedulers for information technology projects.
  • Maintains quality service by establishing and enforcing organization standards.
  • Oversee all phases of project from conception to completion. Manage multiple vendors.
  • Assist with upgrading information security. Assess new opportunities, and flag potential issues.
  • Manage teams of consultants, programmers, developers, and analysts.
  • Ensure projects are completed within budget and on time.
  • Utilize in-depth technical knowledge and business requirements to design and implement secure solutions to meet customer / ASI needs while protecting the corporation's assets.
  • Develop security standards, procedures, and guidelines for multiple platforms.
  • Other duties as assigned.

 

Preferred Qualifications and Training:

Must have proven abilities and skills in the following: leadership and management of people, communication (verbal and written), planning, organization and delegation. Bachelor's degree in Information Technology or similar field preferred.

Preferred candidate must possess the knowledge and skills needed to be effective in the project environment, business and/or government environments, and to make decisions that accomplish strategic objectives. Should have advanced skills in finance, cross-cultural awareness, leadership, communication, influence, negotiation and conflict resolution
