Reporting to the Executive Vice President, the HSE Director will maintain, manage, plan, organize and implement the Bodell Safety Management Program, through filing documentation, written and electronic, at the corporate office and offices located throughout the United States, including Hawaii, all commercial, industrial, and mining-related construction projects through daily communication, meetings, site visits, periodic safety inspections of projects, conducting and reporting accident investigations, providing testing and training regarding safety policies, including drug and alcohol-testing programs, all other procedures and regulations, maintaining and managing safety records, being a liaison to project owner’s site safety personnel and subcontractor’s site safety managers, and including but not limited to facilitating correction of any observed safety hazards or violations.
The HSE Director may be the lead HSE Director on a project, may have other HSE Officers reporting directly to him or her, and/or may manage multiple projects providing the corporate office management and field supervisors with technical guidance. The typical work schedule of the HSE Director is 40+ hours per week, which may include weekends and travel to one or more job sites per week either locally or nationally and includes Hawaii.
Education/Training/Experience
The HSE Director will have a minimum of 5 years of construction experience managing safety, or a related field, and have demonstrated the ability to provide a high level of safety training and leadership to both management and craft workers. The HSE Director must have proven skills and abilities to oversee and manage all aspects of a safety program on highly complex industrial projects, demonstrating exceptional management and leadership abilities.
The HSE Director must have knowledge of MSHA and OSHA regulations and hazard recognition, record keeping and injury management skills, with a current MSHA Instructor certification. Should have CPR/First Aid, or EMT certification, on-the-job experience managing a project safety program, and training experience. Certification as an OSHA and Medic First Aid instructor is preferred.
Associate of Science Degree in applicable field is required. The preferred candidate will have, or be working towards, a Professional certification (CSP, CIH, CHST, OHST, CMSP, etc.). At A Glance - The HSE Director at Bodell Construction is responsible for:
- Compliance and Enforcement of all Health, Safety, and Environmental issues
- FED/OSHA, CA/OSHA, HI/OSH, MSHA, CA Labor Code/Title 8 of CA Code of Regulations, USCG, ADCI compliance, record-keeping, preparation
- Project and Field Report Audits
- Contractor’s Audits and Compliance with Bodell Construction and Industry Standards
- Equipment emissions, permits and reports, and breathing air quality records
- DOT Pipeline - Operator Qualification Plan – (OQ)
- Documentation, Tracking, Statistics and Reporting
- Purchasing and PO generation/fulfillment as required for HSE
- Help on other internal Bodell Construction projects as time allows
General/Qualifications
- Has a construction background in the type of work Bodell preforms and a general understanding of the work done by each craft
- Has completed an OSHA 30 hour course and has a current MSHA 5000-23 form either new miner or annual refresher for surface, metal, non-metal and coal
- Has at least 8 years of experience as a construction safety professional on industrial (power, petrochemical, mine, or similar) projects
- Has experience overseeing safety on multiple projects at the same time
- Has experience in hiring and supervising field safety personnel
- Has had training and experience dealing with OSHA, MSHA, DOT and some experience on military jobs dealing with EM-385 regulations and a general understanding of all the regulations.
- Previous experience as a Project Manager or Project Superintendent on an industrial project a big plus. This gives the person a better understanding of how safety and production must work together for a successful job
- Has had experience in reporting claims to insurance companies for job related injuries
- Has experience in completing and knowing what to report and what not to report on the OSHA 300 and 300A forms and compiling the necessary data for the annual OSHA forms and the quarterly MSHA forms
- Has experience in developing and writing JSA’s and Site Safety Plans
- Willing to travel to jobs
- Has experience investigating accidents to determine the root cause
- Can effectively communicate with clients, clients safety personnel, OSHA and MSHA inspectors
- Can effectively communicate with Project Management and field personnel
- Proficient with Microsoft Excel and Microsoft Word
- A college degree in a safety related field a plus
- A certification such as a CSP (Certified Safety Professional) or a CHST (Construction Health and Safety Technician) a plus
- OSHA and MSHA instructor certifications a plus
- Having acted as a contact for legal action on Workers Compensation claims and OSHA and MSHA citations a plus
- Minimum Education, Experience and Skills Requirements
- Associate of Science Degree in applicable field
- Formal training in Safety and Risk Management
- A minimum of 8 years’ experience in a related field
- Computer skills required - Knowledge of Microsoft Office - MSWord, MS Excel, MS PowerPoint and MS Outlook. Master Builder knowledge and experience is highly desired.
