JOB TITLE:  Cost Engineer

MAJOR GOALS AND RESPONSIBILITIES:

Serve as the primary Cost Engineer for a specific team, as assigned.  Serve as the liaison between the jobsite and the corporate finance department, ensuring all accounting standards and operating procedures are followed. Perform activities related to subcontracts, subcontractor invoicing, lien waivers, owner billings, and cost reporting for the jobsite management team.  

ESSENTIAL ACTIVITIES:

  1. Collaborate with project team to process monthly owner billings, this includes operations and accounting functions, for work performed.
  1. Work with Contracts Administrator to ensure signed subcontracts and required certificates of insurance are submitted prior to releasing payment to subcontractors.
  1. Maintain payment logs and ensure compliance documents are in place prior to subcontractor payments.
  1. Manage the entire process for all subcontractor lien waivers, sub-tier lien waivers and conditional lien waivers. Ensure all are compliance and in receipt before payment is released.
  1. Set up the initial cost book in Viewpoint with information and values provided from project team.
  1. Interface change orders in Viewpoint, distribute subcontractor change orders, and track execution.
  1. Compile certified payroll reports as they relate to the client’s invoices.
  1. Ensure job cost reports and accounts receivable reports are accurate at all times; update project management team monthly.
  1. Enters and ensures all financial data is in the accounting system to provide timely and accurate job cost reporting.  This includes owner and sub change orders, owner billings, budget adjustments, subcontractor pay requests, and A/P invoices, etc.
  1. Prepares reports for the Project Management team on the cost control of the general conditions, as well as, overall project costs related to budgeted amounts and their impact on project profitability.
  1. Interface with corporate accounting staff in dealing with billing/AR issues.
  1. Processes subcontractor invoices with approval from project team and ensure all supporting documents are correct.
  1. Participate in the close-out process and make sure that all final billings are processed.
  1. At project completion, ensure that final cost reports are complete and reflect the latest cost elements on the project.
  1. Manage tax exempt paperwork for projects.

Corporate Accountant/AR Responsibilities:

  1. Assume the primary role for the production of monthly invoices to owners that are professional, accurate, complete and timely.
  1. Track the invoicing process to ensure maximization of billable amounts.
  1. Reconcile general ledger accounts, A/R current and retained.
  1. Assist Controller in the collection of past due invoices.
  1. Respond to subcontractor billing inquiries and maintain website database to support billing requests from subcontractors.
  1. Manage cash receipts via mail, wire, etc., and post accordingly.
  1. Work with project teams to ensure the needs of the client are being met relative to the invoicing process.
  1. Monitor sales and use tax compliance.

  1. Job file all work performed.
  2. Provide back-up assistance to other Cost Engineers.

Project management staff, finance staff, owners and subcontractors.

WORK ENVIRONMENT AND PHYSICAL EFFORT:

  1. Work is normally performed in a typical interior/office work environment. If required, the employee may be located in a trailer at a jobsite location or maintain an office at the Owner’s facility.
  2. The employee may occasionally lift and/or move up to 25 pounds.
  3. Very limited exposure to physical risk.
  4. While performing the duties of this job, the employee is required to sit and talk and hear. The employee is occasionally required to stand, walk, use hand to finger, handle, or feel, reach with hands and arms, and stoop and kneel.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
  5. While performing the duties of this job, the employee is occasionally exposed to high and/or precarious places and outside weather conditions.
  6. The noise level in the office work environment is usually quiet.

PREREQUISITES (Education/Experience):

  1. Bachelor’s degree in accounting required.
  2. Minimum of five years of accounting experience. Industry experience preferred.
  3. Experience with budget and cost control in construction industry or similar.
  4. Proficient in Microsoft products.
  5. Viewpoint Construction experience and knowledge is a plus.
