Job Description

 

Position: GIS Specialist (Part Time 15-30 Hours)

Duration: 8 Months (Contract Position, Benefits Not Provided)

Hourly Rate: $90 W2; $103 1099

 

Consultant must perform all activities to the agreed upon project plan/schedule.  Work must be completed according to the specifications and standards set by the State.  The consultant must:

Develop, update and maintain stormwater related databases:

 

Correct data;

Create additional data sets;

Update digital data layers;

Perform data analysis; and

Create corresponding maps.

 

Coordinate activities with other NDOT Divisions and with outside agencies for the development, sharing, and maintenance of stormwater management data in GIS and other databases of common interest to each entity;

Use GIS analysis tools and input from NDOT staff to rank watersheds, projects, and other elements based on potential water quality impacts and prioritize inspection and maintenance activities;

Research, identify and assemble existing data sets and develop maps, reports, and visual presentations;

Assist and train staff on use of GIS;

Collect GPS and survey mapping data;

Assist with the development, implementation, coordination, and data collection for the Stormwater Division asset inventory;

Perform data entry to populate databases and other information storage and retrieval systems; and

Develop and administer a Change Management Program using a Quality Assurance (QA) - Quality Control (QC) process.

 

Required Skills

  • Three (3) to six (6) years' experience as a GIS Analyst (3 Years)
  • The ability to develop a Change Management Program using a Quality Assurance (QA) - Quality Control (QC) process (5 Years)
  • Skills to develop, update and maintain GIS database and mapping systems (5 Years)
  • Experience with ArcGIS software, including data import/creation and map generation (5 Years)
  • The ability to assemble datasets and develop maps, reports and visual presentations (5 Years)
  • The ability to interpret and analyze data and compare to supporting documentation to ensure accuracy (5 Years)
  • The ability to use internal research and well documented work flows and processes (5 Years)
  • Excellent written and verbal English communication skills (5 Years) 
  • Strong organizational skills and attention to detail (5 Years)

 

Preferred Skills

  • Experience with Esri mobile applications (5 Years)
  • Ability to assist staff on installation and use of GIS (5 Years)
  • Be able to coordinate with other divisions and agencies for data quality (5 Years)
