Job Description

This position is for permanent Iowa Department of Transportation employees only. Those in any other status are not eligible to apply.

The Construction Technician Senior performs work overseeing the inspection of large, complex highway projects and ensuring the work is done according to specification, proper inspection staff is in place, records are being kept and a safe working environment is maintained. Serves as a lead worker and provides support for Highway Technician Seniors, Construction Technicians, Highway Technicians, Highway Technician Associates, Consultants, Interns and CO-OPS in solving on-site problems and situations regarding construction of project, design modifications and in maintaining detailed project documentation to facilitate project finalization and audit.  

Assists the supervisor by performing such duties as instructing and training employees, answering questions, distributing and balancing the work load and checking/ reviewing work and advises accordingly. The Construction Technician Senior may make suggestions on selections, promotions, reassignments and directs the operations of the crew in the absence of the supervisor. Must possess and maintain required certifications for sampling and testing materials and operating specialized equipment as required by the Iowa Department of Transportation's Technical Training and Certification Program for Highway Materials and Construction.  

Responsibilities include quality control testing according to established procedures, preparing reports, documenting project activities, preparing as-built drawings, performing project related technical duties, maintaining detailed records of all project activities including item progress, change orders, material certifications, contractor pay vouchers, other activities as needed in the office and assisting the project engineer. Must be able to work in a team environment with a minimum of supervision as a project manager on large projects, be able to work with supervisor, project engineer, other inspectors, contractors, consultants, producers, suppliers, utility representatives, other departments and various government entities.  

Specific knowledge of highway and bridge construction methods and inspection is required. General knowledge of construction survey is desired. The Construction Technician Senior must be able to use or have the ability to learn to use computer hardware and software as necessary, including Field Book and Field Manager, in the completion of their project related duties.  

Lifting: Ability to perform heavy work, occasionally (1-33% of the time) lifting/lowering, carrying and pushing/pulling various items/using force from 50 - 100 lbs. Team lift or mechanical assist recommended for weights over 75 lbs.  

CDL: Must possess a valid Commercial Learner's Permit upon hire. Within 14 calendar days following appointment, a valid Class A Commercial Driver's License with the required endorsements and applicable restrictions must be obtained and maintained in order to continue employment.  

Requires a pre-employment drug screen and will require ongoing participation in the employer's random drug and alcohol testing program and will be subject to the regulations regarding the Federal drug and alcohol testing program.  

Materials: Requires certification for testing materials and operating specialized equipment.  

Additional Requirements:

  • Must respond to emergency situations as required.
  • Must be able to work up to 16 consecutive hours.
  • Some overnight travel may be required.
  • Shift: Core hours are Monday through Friday, 7:45 A.M. to 4:30 P.M., Night work

Minimum Qualification Requirements

Graduation from high school, or G.E.D. and experience equal to five years of full-time work in engineering survey, construction inspection, materials inspection, materials testing, or the building construction trades;

OR

qualifying experience may be substituted on a year for year basis for the required education;

OR

employees with current continuous experience in the state executive branch that includes the equivalent of experience equal to eighteen months of full-time work as a Construction Technician. For additional information, please click on this link to view the job description (Download PDF reader).

Additional Qualification Requirements

All of the following apply to Department of Transportation positions only:

  • Designated positions must possess a valid Commercial Driver's License (CDL) Instruction Permit upon hire. Within 14 calendar days following appointment, a valid Class A Commercial Driver's License must be obtained and maintained with air brake and tanker endorsements in order to continue employment. Other endorsements may also be required.
  • If a CDL is not designated, all positions are required to have and maintain a minimum of a valid Class C Non-Commercial Operator's License.
  • In conjunction with Title 49 of the Code of Federal Regulations (parts 40 and 382), designated positions in this job class require a pre-employment drug screen and will require ongoing participation in the employer's random drug and alcohol testing program and will be subject to the regulations regarding the Federal drug and alcohol testing program.
  • Prior to starting employment, all persons are required to have a post offer pre-employment physical verifying the physical ability to perform the duties described.
  • Positions require certification for testing materials and operating specialized equipment as required by the Iowa Department of Transportation's Technical Training and Certification Program for Highway Materials and Construction; and/or other certifications as required.
  • Employees must be able to travel and may be required to stay away from home overnight during assignments. Employees in designated positions must be able to work up to 16 consecutive hours.
  • Travel may be required for positions in this class. Employees must arrange transportation to and from assigned work areas.
