Overseas position located on Kwajalein Atoll, Marshall Islands.

IMMEDIATE SUPERVISOR:

Project Manager

PRIMARY FUNCTION:

Provide onsite management for individual projects or task orders. Provide direct supervision of Project Foremen, Lead men, Tradesmen, and Laborers. Establish and maintain a good working relationship with the Project Manager, other Superintendents and management personnel to accomplish the work on time and on or under budget. Perform all work in a safe and professional manner. Establish and maintain good working relationships and communications with customers, suppliers, subcontractors, co-workers, and management.

TYPICAL DUTIES:

  1. Project Planning
  • Develop a thorough understanding of the entire scope of work including plans, specifications, logistics, materials, equipment, submittal requirements and other requirements. Review and approve labor and material budget.
  • Attend handoff meeting.
  • Execute work plan as adopted.
  • Arrange for procurement of miscellaneous tools and materials for the project.
  • Apply established cost coding structure and other cost control measures as required.
  • Assist in schedule development and maintenance. Prepare and maintain 3 week schedule for all activities on the jobsite.
  • Schedule regular meetings of personnel required to gather input for 3 week schedule and discuss project progress. Attend management meetings as required to report progress and discuss challenges.
  • Assure labor productivity with assistance of the Project Manager. Prepare productivity reports as necessary to track project progress.
  • Plan and execute a timely and orderly mobilization of all site support infrastructure and equipment.
  1. Resource Management

Human Resources

  • Provide daily supervision of the direct labor work force.
  • Ensure that all company policies/programs including, but not limited to safety, Prohibited Harassment, Code of Ethics, and EEO are fully enforced at all times on the project.
  • Manage, evaluate, and discipline subordinate employees.
  • Establish levels of performance.
  • Review, code, and approve timesheets for all direct labor on the project and submit to the appropriate personnel in a timely manner on a weekly basis as required.
  • Record employee attendance and take disciplinary action as required.
  • Assure that all employees have appropriate safety training and personal protective equipment.
  • Schedule manpower to allow for vacations, holidays, personal time, and other employee requirements.
  • Identify and pursue new employee resources and refer to Project Manager.

Equipment

  • Inspect, operate and maintain all tools and equipment provided for the project.
  • Work with other management employees to identify available tools and equipment that will be needed for the project.
  • Where necessary, arrange for the rental or purchase of additional equipment to perform the work. Justify equipment purchase versus manpower savings where appropriate for purchase of new equipment.
  • Assure that all tools and equipment are returned to the appropriate locations at the earliest time possible after use on the jobsite.
  • Identify security requirements and implement security procedures adequate to assure protection of materials, tools, and equipment from theft or abuse.
  • Establish and maintain sanitary facilities.
  1. Project Administration
  • Arrange for purchase of miscellaneous material and tools as required.
  • Prepare and submit payroll information as required.
  • Work closely with office management personnel to achieve maintenance of required records and information.
  • Acquire and maintain a thorough knowledge of all activities being supervised including means and methods of installation, preparation, application, and maintenance requirements for all systems, devices, and equipment.
  • Actively promote and aid in the support of San Juan Construction policies and procedures. Work to improve existing policies and procedures where applicable.
  • Maintain file of approved submittals. Assure all work is in conformance with their requirements.
  • Review all approved submittals and shop drawings.
  • Apply established cost control procedures for all purchases and labor accounting.
  • Prepare schedule turn around documents and other schedule update information required.
  • Review and adhere to project schedule.
  • Prepare daily reports with notations of all notable jobsite activity.
  • Schedule subcontractors and consultants and coordinate the work they perform for maximum productivity.
  • Maintain project photos of all phases and features of work.
  • Maintain entire jobsite in neat and orderly manner. Assure good housekeeping practices are employed in all areas.
  • Review all approved change orders. Assure no work is performed outside of the contract unless an authorized change has been received and documented.
  • Review change order notices and provide quantity takeoff information and other cost and schedule information required to prepare a change order proposal.
  • Identify and solve challenges that arise at the lowest possible level.
  • Review project safety plan. Assure appropriate safety equipment is available and maintain required jobsite safety records for inspection as required.
  • Where applicable, perform Quality Control Inspection duties including reporting requirements.
  • Assist in preparation of monthly pay requests as required.
  • Establish and maintain a good working relationship with government personnel, safety representatives, and other management personnel.
  • Evaluate employee and supplier performance on each delivery order.
  1. Project Close-Out
  • Maintain all close-out data required by the contract including as-built drawings, operation and maintenance manuals, reports and other required documentation. Assure all punch list items are addressed and required action is taken and approved.
  • Plan and execute timely and orderly site demobilization.
  • Participate in Post Job Review.

Position Requirements 

SKILLS, KNOWLEDGE, QUALIFICATIONS, & EXPERIENCE:

Educational and experience preferences include:

  • Bachelor’s degree in Construction Management, Engineering, Architecture, or equivalent combinations of technical training and/or related experience.
  • Minimum of 5 years superintendent experience in similar construction technology, methods, equipment, tools and work procedures.
  • Fuel Tank experience needed.
  • Extensive experience will be considered in lieu of degree.
  • Advanced understanding of construction scheduling, cost control and ability to control and supervise large groups essential.
  • Workers should be able to: Rate information using personal judgment of standards that can be measured or checked; Work within precise limits or standard of accuracy; Perform a variety of duties which may change often; Use reason and logic; Perform arithmetical operations rapidly and accurately; See detail in objects or drawings and recognize slight differences in shapes or shadings; and picture flat drawings as 3-dimensional objects.

PHYSICAL REQUIREMENTS

Physically, workers must be able to: Work easily and skillfully with hands; Climb and maintain balance on scaffold, ladder and/or scissors lift. See well (naturally or with correction) and distinguish colors; Reach for, handle, and grasp wires and hand tools; Bend, kneel, crouch, crawl and work in small places; and lift and carry objects weighing up to 50 pounds. Per contract requirements on Kwajalein, worker must be able to pass a DOT Physical. Additionally, worker must be cleared by a physician to perform the above noted essential job functions with or without an accommodation on the remote island of Kwajalein where limited medical facilities are available.

COMMENTS:

Willingness to work on a remote tropical island for a minimum of one year. Company paid housing, meals, and transportation. Compensation dependent on experience and qualifications. Must have a US passport, or the ability to obtain one.
