Job Purpose: To oversee, direct, and manage assigned projects in cooperation with the Project Manager or Project Superintendent.

 Roles, Duties, & Responsibilities:

  • Confers with staff and workers to ensure production and personnel problems are resolved.
  • Analyzes and plans installation of pipe.
  •  Oversees quality of pipe grading.
  • Studies and understands contract documents (i.e., specifications, details and plans) and estimates to establish procedures for construction on the basis of starting and completion times and staffing requirements for each phase of construction based on knowledge of available tools, equipment, personnel, and various building methods prior to starting project.
  • Confers with other supervisors and foremen to coordinate activities of individual projects.
  • Reviews weekly job cost reports for errors and problem areas. Informs and discusses with General Superintendent and Project Manager suggested actions to be taken to correct.
  • May set up machines and equipment.
  • Prepares weekly a 2-week/3-day schedule of work, including equipment and labor needs.
  •  Assists Estimator and/or Project Manager with development of cost estimates for contracts and/or change orders. Investigates and provides pertinent details, such as drawings, documents, photos, survey data, and specifications to the Estimator and/or Project Manager so appropriate action can be taken.
  • Schedules all necessary surveying and testing required.
  • Initiates or suggests plans to motivate Foreman to achieve work goals.
  • Inspects work in progress to ensure that work conforms to specifications and that construction schedules are adhered to.
  • Examines and inspects work progress, equipment, and construction sites to verify safety and ensure that specifications are met.
  • Reads specifications, such as blueprints and data to determine construction requirements.
  • Recommends measures to improve production methods and equipment performance to increase efficiency and safety.
  • Records information, such as personnel, production, and operational data on specified forms and reports.
  • Suggests and initiates personnel actions, such as promotions, transfers, and hires.
  • Trains workers in construction methods and operation of equipment.
  • Uses relevant information and individual judgment to determine whether events or processes comply with laws, regulations, or standards.
  • Observes, receives, and otherwise obtains information from all relevant sources.
  • Inspects equipment, structures, or materials to identify the cause of errors or other problems or defects.
  • Reviews, analyzes, and discusses the project estimate with the Estimator and Project Manager.
  • Develops final written job review in cooperation with Project Manager after job completion.
  • Helps develop final personnel review of employees with Project Manager.
  • Provides input on project schedule and updates it with the Project Manager as required.
  • Informs the Project Manager of labor and equipment requirements as the project progresses.
  • Obtains a material supplier and a subcontractor list from the Project Manager.
  • Notifies immediately in writing the appropriate individual in the event of changed conditions or items not included in the plans, specifications, contract documents, or special provision.
  • Locates and solves utility conflicts as soon as possible.
  • Arranges for yard locations and possible dump sites and obtains any permits and letters of permission as required.
  • Reviews weekly project cost reports. Informs and discusses with the Project Manager any errors or problem areas.
  • Provides safe working conditions to fellow employees with a clean job site, proper tools, and equipment.
  • Arranges and is prepared for all meetings required during the project.
  • Performs monthly pay estimates on time with the appropriate individual.
  • Correlates and calculates final measurements and quantities to close out job.
  • Maintains quality control by supervision of Foremen and subcontractors.
  • Performs quantity take-offs to discover any conflicts with either the agency or the Estimator prior to the start of the project.
  • Coordinates scheduling of concrete, pipe, and/or paving crews with the Project Manager.
  • Checks with the Project Manager to make sure the subcontractors, material suppliers, and Hunter Contracting Co. have submitted all the required shop drawings, plans, mix designs, special material approvals, traffic control layout, and documents in a timely manner.
  • Schedules all subcontractors and material suppliers and checks as to possible lead-times that may be required.
  • Has the project Blue Staked, then maintains and references for all phases of work.
  • Provides safe conditions to traveling public and pedestrians with proper traffic control.
  • Maintains positive drainage after every work day when possible to protect the project from storm damage.
  • Maintains a daily logbook of the progress, events, changes, and problems that occur on the project.
  • Maintains a set of fields as built plans and turns in at completion of project.
  • Reports any equipment problems to the Equipment Superintendent.
  • Submits quantity reports and timesheets daily.
  • Holds weekly safety meetings.
  • Maintains responsibility for hiring, terminating, and laying off work force. Follows proper hiring procedures.
  • Promotes education and training of personnel.
  • Ensures compliance with all company policies in every phase of operations.
  • Adheres to all Hunter Contracting Co. safety policies and procedures.       Communicates and advocates all applicable safety policies and procedures with employees. Enforces all applicable safety polices and procedures with employees and subcontractors.
  • Work Qualifications: 
  • Thorough knowledge of all aspect of construction (technology, equipment, methods); craft agreements, jurisdiction, negotiations; engineering, cost control schedules, and safety.
  • Knowledge of materials, methods, and the tools involved in the construction of underground piping.
  • Knowledge of the different sizes, fitting, and types of pipe.
  • Knowledge with the different types of soil and ground conditions.
  • Must know proper shoring and be able to take proper safety measures.
  • Knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models.
  • Knowledge of the structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
  • Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions.
  • Ability to direct the work force under one’s control, including planning/organizing and redistributing work.
  • Must possess a clean Drivers License.
  • Bilingual preferred.

 Education & Work Experience Guidelines: 

  • High school diploma or equivalent; AND,
  • Minimum three to five (3-5) years of experience as a Pipe Layer Foreman; OR,
  • Any equivalent combination of experience and training that provides the required knowledge, skills, and abilities as determined by the hiring manager.
