Job Description

The Iowa Department of Transportation (DOT) has a vision to be smarter, simpler and customer driven. Serving as a program manager, this position is responsible for administering the state's vehicle titling and registration program for the more than 4.4 million vehicle owners statewide.  As a key leadership position within the Office of Vehicle & Motor Carrier Services (OVMCS), a successful candidate will serve on the division's management team.  

Iowa DOT is seeking a proven leader with strong communication and program management skills. This position leads and supervises a team of 11 employees that are responsible for the issuance of personalized and specialty license plates, persons with disabilities (PWD) permits and managing an internal system related to PWD permits.  

Responsibilities:

  • Responsible for the collection of over $592 million annually of fees and oversight of $650k country treasurer equipment fund.
  • Directs and motivates a team of 11 full-time employees
  • Communicates policies, standard operating procedures and requirements to the state network of counties and motor vehicle dealers regarding the motor vehicle dealer licensing program, the salvage theft examination program, and abandoned vehicle procedures, persons with disabilities permit procedures, and manufacturer, wholesaler, recycler, and leasing licensing programs.
  • Establishes and implements vehicle titling and registration policies, standard operating procedures, and requirements for the state network of counties and motor vehicle dealers by communicating these policies and standards to all treasurers and dealers statewide.
  • Works in collaboration with the Bureau of Investigation & Identity Protection to administer and support the process relating to salvage theft investigations, stolen vehicles and other suspected fraud relating to vehicle titling and registration.
  • Audits and provides quality assurance measures to assure county treasurer staff are in adherence to Iowa law and DOT administrative rules and policies governing the program. Including strategies for improving communication, training and ongoing education for 800+ county employees.
  • Manages the implementation of a statewide Electronic Registration & Titling (ERT) system, including the development, approval, and execution of agreements with service providers.
  • Manages and oversees the Electronic Lien Titling (ELT) system, employees, resources and budget related to the system.
  • Review, propose, and implement legislation affecting motor vehicle processes, rules, and services and provide recommendations to the office and division directors.
  • Review Federal law and all applicable Iowa Code and Iowa Administrative Code/Rule sections and communicate changes and requirements effectively to DOT and county treasurer staff.
  • Appear before House/Senate committees to explain legislative impacts and consult with industry groups impacted, participate in study committees as needed and analyze the financial impact of changes.
  • Iowa Code Chapters administered in the vehicle operations area of the Office of Vehicle & Motor
  • Carrier Services include Chapters 321, 321L, 322, 322A, and 322C. DOT Administrative Rule chapters directly administered by Vehicle Services include Chapter 400, 401, 405, 411,415, 424, 425, 430, 431, 450, 480.

Shift: Days Monday – Friday, 8:00 AM – 4:30 PM  

Travel: occasional overnight travel required.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.

2) Eight years of full-time work experience in program administration, development, management, or operations.

3) All of the following (a and b):

  1. Four years of full-time work experience work in program administration, development, management, or operations; and
  2. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

4) All of the following (a, b, and c):

  1. Two years of full-time work experience work in program administration, development, management, or operations; and
  2. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
  3. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
