Strategic Analysis, Inc., (SA) is seeking a Contract Specialist-Senior Level with federal research and development contracting, to provide end to end contracting support to our government client.  Demonstrated competence in cost analysis for a variety of contract types and Excel experience required; contract writing systems experience is desirable. 

Candidates should have excellent communication and writing skills, and be able to work independently and recognize contracting issues that need to be elevated.

Job Description:

  • Provide advisory support to contract management personnel in the areas of administration of commercial and government contracts, in accordance with applicable policies and legal requirements, including purchasing, and acquisition administration and management.
  • Assist in the development and review process for Broad Agency Announcements (BAAs) or Requests for Proposal (RFPs) with contracting and technical personnel. 
  • Analyze proposed prices or costs, using forecasting price trends, economic factors, and estimating production cost factors, and applying information from technical and audit reports.
  • Document proposed and government negotiation positions in EXCEL cost models. 
  • Prepare the negotiation documents and the award documents for all types of contractual actions, ensuring compliance with BAA/RFP technical, regulatory and administrative requirements.
  • Administer contractual actions in accordance with the terms and conditions, including evaluation of performance under the contract, preparation of modifications, and contract close-out or termination action support.
  • Maintain and update contract and acquisition files. 
  • Ensure compliance with both regulatory and organization requirements when preparing and processing contractual actions. 
  • Monitor contract funding, performance dates, and option periods and notify the Program Manager and Contracting Officer of upcoming requirements. 
  • Track awards/accomplishments using DARPA internal and Government external models, tools, applications/systems, software, and databases.
  • Coordinate with the Administrative Contracting Office regarding government property reporting, approval of progress payments, invoices and final payments to ensure smooth contractual action close-out.
  • Research problems on all types of contractual issues and draft appropriate correspondence for internal and/or external distribution.
  • Develop positions on claims and protests related to competitively awarded contractual actions. 
  • Participate in program management reviews or special projects and perform other duties as assigned.
  • Analyze procurement policies and procedures and provided recommended changes/ improvements.
  • Demonstrate originality and ingenuity in the day-to-day accomplishment of contract and acquisition management tasks.

Job Requirements

  • Bachelor’s degree - either a major in or 24 semester equivalent hours in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management is preferred.
  • 6 years of experience in administering federal research and development contracts.
  • Proficient with Microsoft Office; specifically Word and Excel.
  • Legal experience is desired.
