Program Manager

  • The contractor shall provide a Program Manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the Contracting Officer 5 calendar days after contract award. The Program Manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract; be available between of 7:30 a.m. to 4:30 p.m., Monday thru Friday except Federal holidays or when the Government facility is closed for administrative reasons; have a minimum of 5 years of experience in managing DoD IT operations or programs (as military, civilian, or contractor); and meet a minimum certification standard DoD Program Management Level II or civilian equivalent (e.g. Project Management Institute’s Project and/or Program Management Professional)

 

5.3.4. Project Manager(s).

  • When used, contractor provided PM’s shall be qualified per current Project Management Institute, Project Manager Professional (PMP) certification.
  • The Project Manager performs advanced professional IT project, process, and change management work supporting the development, installation, and improvement of major technology initiatives. Responsibilities include the following:
  • Ensure project activities and work products are in compliance with policies, procedures, and standards.
  • Prepare work plans for product deliverables, manage human and fiscal resources, effectively negotiate timelines, scope, and cost constraints with project sponsors to attain project goals, oversee completion of tasks, provide status and completion reports to management, and administer the contract of the project.
  • Establish, grow, and maintain professional business relationships with internal sponsors and project stakeholders, other support teams within the company, and external product and service vendors.
  • Prepare cost benefit analysis for proposed project objectives
  • Develop and maintain all Project Output Specifications listed in the contract.
  • Ensure successful adoption of project deliverables and the necessary business process changes through effective best-practice organizational change management practices.
  • Lead project communication (e.g. written, verbal, social media, etc.) to appropriately engage and inform project sponsors and stakeholders on project performance and progress. Maintain project records to ensure compliance company policies and audit requirements.
  • Lead risk identification, quantification, and mitigation efforts to ensure completion of the project within the agreed upon schedule, scope, and budget constraints. Take corrective action as needed to mitigate risks and implement contingency plans for triggered risk events.
  • Maintains expert knowledge of the principles and practices of customer and organization. Maintains expert knowledge of trends in project management best practices relevant to company's operations.

 

5.3.5. Operations Manager.

  • The contractor shall maintain qualified staff per current industry certifications and DoD 8570.01-M IAT level III.
  • The Operations Manager shall have managed or overseen similar contracts in size and complexity, DoD Network (at a minimum NIPRNet and SIPRNet), similar technical environments (such as Cisco, Juniper, Nutanix, VMWare and Microsoft products) with the minimum of 5 years of experience.

 

5.3.6. Service Leads.

  • The contractor shall maintain qualified staff per current industry certifications and DoD 8570.01-M IAT level II.
  • The Services Leads shall have managed or overseen similar N&NC Environments similar in size and complexity, DoD Network (at a minimum NIPRNet and SIPRNet), similar technical environments (such as Cisco, Juniper, Nutanix, VMWare and Microsoft products) with the minimum of 3 years of experience.
  • The Service Leads shall have the respective technical or computer environment certifications required for the service they manage or oversee.

 

5.3.7. Functional and Project Leads.

  • The contractor shall maintain qualified staff per current industry certifications and DoD 8570.01-M IAT level II (certification only required for applicable assigned tasks);
  • Should have managed or overseen similar IT Service Management tasks and functions per their respective PWS tasks with the minimum of 2 years of experience.

 

5.3.8. Cloud Solutions Architect.

  • The contractor shall maintain qualified staff per current industry certifications to meet the evolving N&NC cloud strategy for design and integration.
