Job Description

Strategic Analysis, Inc. (SA) is currently seeking a senior budget analyst to provide resource analysis, financial management, and related PPBE support for the Small Business Innovation Research (SBIR), Small Business Technology Transfer (STTR), and Rapid Innovation Fund (RIF) programs within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), Office of the Deputy Director for Research, Technology, and Laboratories (RT&L).

The senior budget analyst is regularly relied upon by government program managers to maintain cognizance of program budgets from inception through completion, assist in the development, documentation, and execution of the program plan, and provide recommendations for improving financial performance in relation to departmental and programmatic goals.

Work will be performed on-site with our government clients in the Pentagon. Telework options are available within the National Capitol Region.

The senior budget analyst will:

  • Develop an understanding of general mission/objectives of the program to satisfy budget execution and budget formulation tasks. 
  • Provide support in the development and edit of budget justification exhibits (i.e. R2 narratives) and related material for the Department’s POM/BES and PBR submissions to OSD.
  • Identify unfunded requirements (UFRs), draft program issue papers, and provide offset recommendations for budgetary shortfalls.
  • Lead the budget execution process according to the program plan; reconcile the planned budget with actual execution. 
  • Prepare spend plans; initiate and distribute funding documents; maintain budget detail to satisfy Departmental reporting requirements; monitor obligation and expenditure progress; and develop recommendations for improving fiscal performance of the programs.
  • Document financial status and success in relation to goals of the program and target Comptroller benchmarks.
  • Develop reports and briefings for use by SES directors and program managers with internal and external audiences, including OSD leadership, working groups, members of Congress, and others.
  • Receive and relay fiscal updates; facilitate the collection and presentation of data and information; analyze budgetary trends; and identify risks within cost, schedule, and programmatic parameters.
  • Attend regular meetings, briefings, and program reviews; relay PPBE milestones and progress of the programs; participate in the defense of program budget execution.

Requirements

  • Active DoD Secret clearance is required.
  • Minimum of eight (8) years of recent and relevant experience is required for senior level position.
  • Bachelor's degree from an accredited college or university is required; bachelor’s degree in business administration, finance, or accounting is preferred. Degree requirement waived in lieu of significant recent and relevant work experience: minimum 5 years’ experience active duty military working financial activities or minimum 10 years’ experience working DoD or industry financial activities. 

Education

  • Bachelor's degree from an accredited college or university is required; bachelor’s degree in business administration, finance, or accounting is preferred.
  • Degree requirement waived in lieu of significant recent and relevant work experience: minimum 5 years’ experience active duty military working financial activities or minimum 10 years’ experience working DoD or industry financial activities.

Additional Skills

  • Knowledge of the DoD PPBE process and budgetary terms is required. Demonstrated success in positions where no pre-existing processes existed is desired.
  • Experience with DAI financial system a plus.
  • CDFM, CDFM-A, CGFM or other certification a plus.
  • Excellent verbal and written communication skills and proficiency in Microsoft Excel, Word, and PowerPoint is required.
