Strategic Analysis, Inc. seeks a Sr. Financial Analyst who will provide support to the Defense Advanced Research Projects Agency (DARPA).

In this role, the Sr. Financial Analyst:

  • Provides support in the execution and reporting of RDT&E funding.
  • Prepares and initiates funding documents, including MIPRs, interagency agreements, and other project orders.
  • Assists program/project managers in the development of SOWs and cost estimations.
  • Tracks and maintains cognizance of program funds. Monitors obligation and expenditure progress. Documents financial status and success in relation to goals of the program and target Comptroller benchmarks. Prepares narrative statements for defending programs in monthly, quarterly, and year-end reviews.
  • Compiles and submits budget execution status reports to program managers and senior DoD leadership.
  • Assists in the development of recommendations for aligning the programs with target benchmarks.
  • Provides support in the development and edit of budget justification exhibits (i.e. R2 narratives) for the POM/BES and PBR submissions to OSD.
  • Responds to data calls and requests for program-related information, often against aggressive schedules.
  • Prepares customized reports and presentation materials for program managers and senior executives.
  • Assists in the development and coordination of appropriate responses and reports to congressional inquiries.
  • Performs regular account reconciliation, resolve discrepancies, and remedy accounting issues.
  • Conducts independent research in federal and departmental policy issuances, such as DoD Directives, the FMR, and other sources and provide summaries of findings.
  • Creates and maintains definitive, auditable documentation and files for DSO programs.
  • Performs other duties as assigned.

Job Requirements

  • 20 years of DoD program or PPBE experience
  • Bachelor's Degree in Business Administration, Finance or similar discipline; Master’s degree preferred
  • Active DoD Top Secret clearance
  • Excellent verbal and written communication skills
  • Working knowledge of Microsoft Word, PowerPoint, and Excel
  • Experience and knowledge of the processes governing the development and execution of DoD S&T programs a plus
  • Experience with EBAS-D, Cognos, and/or DAI financial systems a plus CDFM, CDFM-A, CGFM or other certification a plus
