Balfour Beatty Construction is seeking a Director of Risk Management for our Infrastructure Division. The Director of Risk Management – Infrastructure will assist in efforts to identify, communicate, and mitigate risk factors affecting the procurement and execution of U.S. Infrastructure projects, including the oversight of Risk Register software. This position works closely with senior management, internal and external contacts, and will be the SME for all Pre and Post-Bid Risk matters, including, but not limited to: Bid Reviews, RFQ’s, RFP’s, Insurance, Bonding, LOC’s, and communications with joint-venture partners. This position will lead in a manner that is consistent with Balfour Beatty’s values and business objectives.

Essential Job Functions

  • Bid reviews
    • Review prequalification and bid materials for bond and insurance requirements – prepare review for Gate books
    • Provide prequalification and bid materials to Willis bond team for review
    • Obtain insurance quotes for coverages outside standard programs
    • Coordinate the execution and delivery of bid bonds
    • Coordinate as needed with JV partner(s)
  • Project Insurance and Bond support
    • Coordinate delivery/execution of needed bonds
    • Obtain needed Certificates of Insurance (COI)
    • Review as needed sub’s COI’s
    • Review as needed sub’s bonds
    • Review any sub proposed contract revisions
  • Insurance Claims
    • Oversee reporting, investigation, and resolution of insurance claims (including Workers Comp., General Liability, Auto, etc.)
    • Obtain information as needed for insurer claim reps
    • Review progress/status of claims
    • Conduct quarterly claim reviews with carrier claim reps
    • Review reserve changes and settlement authority requests
    • Coordinate the allocation and payment of monthly loss billings
    • Track and monitor progress on first party claims
    • Sharing ‘Lessons Learned’ from experience with senior managers
  • Insurance Program Renewals
    • Collect needed exposure data from Regions
    • Combine and assemble exposure data for annual renewals
    • Respond to questions and provide additional information requested
    • Meet with broker and insurers as needed
    • Review renewal quotes/pricing and select best option(s)
    • Advise BBII management team on status and expected changes in rates or program structure
    • Obtain actuarial review of claim data
    • Determine new allocated rates and advise team
    • Review, approve and process invoices – review and OK allocations on shared programs
    • Coordinate the distribution of fresh COI’s
    • Coordinate reporting as needed with monopolistic state insurance programs
  • Bond Program
    • Provide data as needed on results, financials, job status, backlog
    • Provide rate information to Regions
    • Attend meetings with sureties – Peer Review; Annual Update
    • Check, approve and process invoices on P&P, misc. and project close-outs
    • Obtain needed miscellaneous bonds (permits, release/judicial, license, etc.)
    • Maintain schedule of bond approval authority levels
  • Letters of Credit
    • Obtain and maintain LOC’s as needed – coordinate with UK Treasury Dept.
    • Approve, allocate and process quarterly LOC invoices
    • Maintain files on LOC’s
    • Obtain amendments or other changes as needed
    • Allocate BBII’s share of surety program LOC cost to projects as new P&P bonds are issued
  • Enterprise Risk Management (Risk Registers)
    • Assist in developing and reporting Enterprise (ERM) Risk Register, for UK requirements
    • Track and maintain remaining NECC life insurance policies – redeem policies as they mature
    • Issue updates and guidance as needed on Gated Lifecycle procedures – authorities

 Eligibility Requirements

  • Minimum ten (10) years experience in Risk Management
  • Minimum five (5) years experience in a senior/lead Risk Management position
  • Construction Risk Management highly preferred
  • Bachelor’s Degree in Business (or applicable course of study), or applicable professional experience required
  • Demonstrated success collaborating with internal and external customers a must
  • Experience with high retention programs, and captive insurers a plus
  • Professional Certification, such as Chartered Property Casualty Underwriter (CPCS) a plus
