We are looking for a Rate Design/Cost of Service Consultant to assist our organization with 65 employees in four locations throughout the US and Canada.  We are open to hiring this person for our Marlborough, MA or Washington, DC office, or potentially to hire a remote employee.

Job Description:

The Rate Deign/ Cost of Service Consultant will provide cost of service studies, cost allocation, and rate design modeling and analysis for utilities across North America. 

Responsibilities:

• Prepare cost of service studies, cost allocation analysis and rate design modeling and analysis for mainly gas and electric utilities across North America
• Create written reports and analyses on rate design and cost of service studies
• Provide expert testimony on rate design and cost of service issues for utility clients filing rate cases before state public utility commissions
• May create written proposals for clients on project scope
• May provide project management and oversight for cost of service and rate design projects
• Occasional travel to client sites as needed, typically throughout the US and Canada

Requirements: 

• Bachelor’s Degree required, ideally in Economics, Math, Finance, Statistics, or Engineering
• Master’s Degree or MBA a plus
• 5+ years’ experience in rate design and cost of service studies, either at a consulting firm, at a utility or at a public utilities commission
• Strong knowledge of utility regulatory policies and practices, tariffs, rate cases and filings
• Experience with revenue requirements and cost of capital
• Experience writing or providing expert witness testimony for utility rate cases
• Willingness to travel to client sites as needed
• Very strong communication and presentation skills, including Microsoft Office suite
