Central Iowa Power Cooperative (CIPCO) is currently searching for a Senior Resource Planning Analyst to join the team in Cedar Rapids, Iowa. This position monitors changing RTO requirements and impacts, manages CIPCO’s resource adequacy obligations, is involved in preparing CIPCO’s resource plan and procuring new resources and staying abreast of new technologies and applicability in the CIPCO system.

Duties and Responsibilities:

Resource Adequacy & Planning:

  • Monitor energy and capacity market developments in the MISO or other applicable RTO. Determine the impact of energy and capacity market developments on reporting requirements and business strategies to optimize the cooperative’s participation in the energy markets.
  • Develop and maintain effective working relationships with RTO staff and participate in RTO committees and working groups that relate to energy and capacity market matters.
  • Prepare and provide load forecast and resource data to Alliant for MISO submittals.
  • Monitor CIPCO’s resource adequacy position and recommend resource plan additions.
  • Participate in the enterprise-wide integrated resource planning (IRP) process through interaction with the utility operations, accounting and finance, communications, and portfolio strategy and planning groups. Assist in evaluation of supply- and demand-side alternatives.

Data & Analysis:

  • Perform economic analysis to support strategic decision-making across the organization.
  • Review and analyze reports such as avoided cost development and the Integrated Resource Plan submittal to WAPA.
  • Perform data analysis in areas of market performance and market pricing signals working with CIPCO’s Business Intelligence tools.
  • Evaluate the use of energy storage or other new technologies on the CIPCO system.

New Resource Procurement:

  • Manage proposal analysis. Provide analytical support for short- and long-term power supply options.
  • Coordinate the development of power purchase agreements.
  • Develop and execute counterparty credit monitoring processes.
  • Monitor existing resources and new resources under development for compliance with power purchase agreements.
  • Develop processes and assist with demand side management (DSM) resources on the CIPCO member systems and incorporate into CIPCO’s planning.

Research:

  • Monitor changes in the industry, technology, energy markets, and regulatory framework to identify, analyze and quantify impacts to CIPCO.
  • Monitor new technologies and determine how they may fit into CIPCO’s power supply.
  • Upon request, assist members with evaluation of new technologies.

Other:

  • Interface with consultants as needed.
  • Participate in appropriate professional organizations and attend conferences or training in pertinent areas

Education and Experience Requirements:

  • Bachelor’s degree in Math, Science, Engineering, Finance, Accounting or other related field with a minimum 5 years related experience or equivalent combination of education and experience.
  • Experience working in contract development and resource planning, including economic evaluation preferred.
