RESPONSIBILITIES

The Program Controls Engineer (PmCE) position works from Caddell’s corporate office in Montgomery, Alabama.  The PmCE is a full time, non-contract employee within the International Business Unit.  Working with home office and on-site project staff, the PmCE supports multiple international projects in three aspects of project controls: Schedule, Budget, and Change Management. 

The PmCE will work closely with the Project Controls Manager to develop Caddell’s international project controls program and further its implementation across all projects.  Primarily serving in a support capacity, the PmCE is also capable of supplementing, and when necessary, performing the responsibilities of a Project Controls Engineer (PCE) on an interim basis. A willingness to travel to international project sites is required.  

  1. Analyze project schedules and identify potential improvements/deficiencies in scope, activities, or logic necessary to reflect the current and planned performance of work. Discuss potential schedule revisions with the project team.  Document proposed revisions for submission to the Client.
  2. Analyze monthly project schedule reports and identify potential improvements/deficiencies in accordance with contract requirements.
  3. Review monthly invoices in conjunction with schedule reports to ensure alignment with current contract values and approved progress.
  4. Track potential changes identified by project teams or issued by the Client. Coordinate with project teams to document and preserve all correspondence and records related to potential changes. Follow established document control procedures.       
  5. Analyze and produce schedule “fragnets” and time impact analyses (TIA) for the purposes of demonstrating schedule delays.
  6. Assist in the preparation of monthly corporate project controls reports. Understanding and ability to apply Earned-Value Management (EVM) techniques.
  7. Assist in preparation of proposals for submission to Owner by others. Obtain applicable cost and schedule impacts required to create a comprehensive proposal; Includes ability to write proposal cover letter and narrative.
  8. Provide general guidance and technical assistance to on-site PCE.  
  9. Perform additional assignments per Project Control’s Manager’s direction.

REQUIREMENTS

Education: Bachelor’s degree in business, accounting, or construction management. 

Experience: Demonstrated experience working as a Project Controls Engineer or similar role; Knowledgeable of OBO/Federal contracting practices and requirements.

Certifications, Licenses, etc.: Ability to obtain and maintain a security clearance is required.

Knowledge, Skills and Abilities: Demonstrated proficiency using Primavera P6, ProjNet, and Microsoft Office suite, including Word, Excel and Outlook. Ability to read and understand construction drawings and specifications. Good verbal and written communication skills. Prioritizes conflicts in managing multiple tasks on assignments simultaneously.
