The Human Resources Manager is an integral part of the leadership team for a small business specializing in Federal Government contracting.  The Manager will provide leadership and a full range of Human Resources Management (HR) functions

  • Experience with and a detailed knowledge of Department of Labor requirements associated with government contracts.
  • Experience recruiting knowledgeable and capable employees for a wide range of professional and craft positions supporting critical and technically challenging contracts.
  • A self-starter, able to take on responsibility, define activities, and complete projects, then recommend the next step to continue improving WESTECH’s Human Resources support for our employees.

Responsibilities: 

  • Develop and implement HR strategies for compensation, health and welfare, training and personnel development, employee relations and retention, and succession planning.
  • Develop and maintain records and compliance with regulatory and contractual requirements (AA/EEO compliance, OSHA compliance, Vets 100 reports, and labor relations as examples).
  • Manage HR operational activities such as recruiting, selecting, orienting, training, coaching, counseling, and disciplining staff; planning, monitoring, appraising, and reviewing staff job contributions; maintaining compensation; resolving problems; implementing change.
  • Ensure compliance with federal, state, and local laws; anticipate responses to legislation; enforce adherence to requirements. Advise management, including the Contracts department, on needed actions.
  • Provide WESTECH’s Program/Project Managers with personnel management support, including recruiting, hiring, firing, investigations, audits, and disciplinary actions.
  • Create/revise policies, procedures, and employee handbooks while maintaining compliance with US Department of Labor regulations.
  • Support company-wide benefits selection and administration to include medical, 401(k) retirement, and the rest of an industry leading benefits package.
  • Provide labor relations support in terms of understanding and executing collective bargaining agreements (CBAs).
  • Act as back-up for facility security operations; must be able to obtain security clearances, for both US Department of Energy and Department of Defense.
  • Travel as necessary to WESTECH sites within the continental US.
  • Maintain professional knowledge by participating in conferences and educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
  • Coordinate with insurance brokers, insurance carriers, pension administrators, and other outside support as necessary.
  • Maintain a continuing awareness of HR policies, programs, and practices to keep management informed of new developments.

Requirements:

  • Bachelor's degree or equivalent in HR, Business, or Organizational Development
  • 10+ years of progressive leadership experience in HR
  • SHRM certification is required
  • Active security clearance or ability to obtain a clearance
  • Excellent organizational skills
  • Excellent written and oral communication skills
  • Excellent interpersonal and coaching skills
  • Demonstrated ability to work effectively with all departments of the corporate staff and with line supervisors
  • Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, training, and preventive labor relations is preferred
  • Be able to pass a background check and drug screen

 

This job may be located in either Albuquerque, NM or in Richland, WA

 

US Citizenship is required; must have favorable background investigation results.
