Aggregate Engineer Technician
Assists the Land Resources Manager and the Aggregate Production Manager in the planning, development and utilization of aggregate sites including long and short term site planning, exploration, permitting, leasing, property agreements, reserves, neighbor relations, royalties, inventories, strategic aggregate resource planning.
DUTIES:
Exploration
- Work with Chief Geologist to identify potential future sources of aggregate.
- Identify and contact landowners and other parties with interest in desired property.
- Negotiate and draft leases and offers to purchase with landowners.
- Test and evaluate potential aggregate site properties to determine the quantity and quality of materials.
- Prepare detailed reports and maps detailing estimated reserves and quality.
- Maintain good communication and relationship with land owners.
Permitting
- After leasing and testing properties, review local zoning ordinances to determine the required zoning and/or permits.
- Prepare zoning and permit applications.
- Attend county board, town board and other governmental meetings.
- After necessary zoning and permits have been approved, insure compliance with any conditions given by local governments.
- Maintain good communication and positive relationship with government officials.
- Insure that all site specific permits are current and up-to-date.
- Advise production manager and supervisors of any conditions pertaining to specific sites.
Reserve Analysis
- Develop short and long term reserve analysis for all aggregate sites in the area
- Develop site maps outlining reserves location, quantity, depth, quality etc.
- Develop and maintain reserve database summarizing all reserves by location
- Assist in regional strategic planning for aggregate usage and production
Site/Mine Planning
- Develop short and long term Site and Mining operations plans detailing the most advisable and economical direction to mine a particular site, including the location of berms, overburden stockpiles, plant sites, haul roads, wash ponds, new extraction areas, areas to be reclaimed, etc.
- Prepare Operations/Phasing/Reclamation plans for aggregates sites
- Assist Aggregate Production Manager and site supervisors on planning and implementation
Reclamation Plans & Permits
- Monitor reclamation permits for all sites
- File annual reclamation operations reports and submit appropriate fees
- Manage all reclamation bonds for aggregate sites – create and maintain spreadsheet/tracking document for reclamation bonds, prepare new bonds as needed, work with various government agencies/NEA to adjust/cancel reclamation bonds as needed
- Yearly permits – track and obtain all required yearly operations permits and CUPs
- Create a permitting/site calendar – when permits are due for renewal, yearly or otherwise, yearly fees that need to be paid, royalties, annual meetings, expiration dates, etc.
Plans & Proposals
- Work with aggregate supervisors to prepare various plans and proposals including, stripping proposals, emergency response plans, site specific maps, site layouts, crushing plant layouts, etc.
- Graphics (various) – help aggregate supervisors and others prepare various graphics needed
- Prepare Operations Plans/Submittal Documents for new CUP permits
- Prepare zoning and permit applications
- PowerPoint presentations or other presentation materials – poster boards, annual reports, etc.
Royalties
- Track and prepare royalties due to property owners including rate, total quantities, when, guarantees, amount of prepaid, etc.
- Maintain good communication and relationship with land owners.
Safety
- Work with safety manager, aggregate managers and field personnel to learn MSHA laws and regulations and promote safety within the organization.
Misc.
- Design and implement consistent hard copy and electronic data filing system for all aggregate site documents, correspondence, plans, etc. to be located in one central location in lieu of being filed in multiple locations throughout company locations and individuals.
- Liaison with Environmental Manager
- Special projects as needed by Regional, Area or aggregate managers
Qualifications
- Bachelor’s degree in geology, engineering, environmental science or comparable experience
- Minimum of 3-5 years of experience with AUTO CADD, GIS or other computer design software preferred
- Strong oral and written communication skills
- Ability to travel locally and regionally
- Experience with Microsoft Office applications to include Word, Excel, PowerPoint and Access
- Ability to handle multiple tasks simultaneously
