CONTRACT ADMINISTRATOR
OVERVIEW:
Westech International, Inc. (WESTECH) is a small business specializing in federal government contracting, providing services to the Department of Defense and Department of Energy. The Contract Administrator performs contract administration and assists in proposal preparation in a dynamic and energetic work environment. The ideal candidate must be flexible and able to respond to time-sensitive tasks and projects as they arise.
JOB DESCRIPTION:
Required duties include:
- Contract/Subcontract review and administration (Commercial, Federal, State, and Local Government contracts)
- Set up and maintain Contract Master Files in Deltek Enterprise Resource Planning (ERP) Costpoint
- Monitor contract/task/subtask funding and report funds status, as required
- Develop and implement various project control, tracking and budgeting techniques
- Perform contract reconciliation and close out for contracts and subcontracts
- Assist with DCAA submissions and audits
- Respond to pricing and contract actions required by the Government or prime contractors
- Perform cost/price analysis to support the development of prime/subcontract proposals
- Develop and submit contract change proposals
- Negotiate cost/price issues with current and potential customers
- Request for Proposal (RFP) review and proposal pricing
- Assist in developing cost proposals in response to RFP's
- Perform peer reviews of cost/price proposals and other contract submittals
- Interface with Government Representatives and/or prime contractors, as needed
- Maintain Contract Administration Work Instructions
- Ensure that quality management system procedures are followed
- Review/Approve invoices for billing
- Prepare and process Non-Disclosure Agreements (NDA) and Teaming Agreements
- Prepare and process Professional Service Agreements and modifications
- Must be very organized with strong ability to multi-task
- Perform other related duties as necessary
REQUIRED QUALIFICATIONS:
- Experience developing pricing and writing cost proposals for all contract types
- In-depth understanding of revenue, direct costs, and indirect rates on Government type contracts
- In-depth knowledge of the Federal Acquisition Regulations (FAR), Defense Acquisition Regulations (DFARs) and Department of Energy Acquisitions Regulations (DEARS)
- Knowledge of Department of Labor Service Contract Labor Standards (SCLS), FAR 52.222-43
- Experience with Cost Plus, Time and Material (T&M), Firm Fixed Price Level of Effort (FPLOE) and Firm Fixed Price (FFP) government contracts and subcontracts including Indefinite Delivery/ Indefinite Quantity (IDIQs)
- Familiarity with Cost Accounting Standards (CAS), and navigating Defense Contract Audit Agency (DCAA) audits and Forward Pricing Rate Agreements and Recommendations
- Excellent knowledge of MS Excel and Word
- Excellent oral and written communication skills in English
- Attention to detail with focus on accuracy
- Contract reconciliation and close out experience
- Familiarity with System for Award Management (SAM)
- Account receivable experience
PREFERRED SKILLS:
- Knowledge of general ledger and financial statements.
- Knowledge of Deltek ERP Costpoint
EDUCATION: Bachelor's Degree in Business, Accounting or Finance
EXPERIENCE REQUIREMENTS:
- Minimum 5 years of experience in Government Contract Administration
- Minimum 3 years specific experience in Subcontract Administration
- Minimum 3 years specific experience pricing Government type proposal
