Position Details

The Sheltering and Housing Services Assistant Supervisor assists in providing operational direction and supervision for all programs and services provided by the Shelter under the Survivor Services Department of Family Resources. The Assistant Supervisor will assist in the supervision of shelter documentation and provide quality assurance. The Assistant Supervisor  will directly supervise the housing staff and assist in providing supervision and support to Shelter staff. The Assistant Supervisor must possess and exhibit exceptional judgment, excellent verbal and written communication skills, and the ability to supervise and lead a team. Successful performance will require access to reliable transportation, a valid driver’s license and proof of insurance, and twenty-four hour availability for emergency response. The Assistant Supervisor will also participate in the on-call back-up schedule for supervisors.  The Assistant Supervisor will need to have a flexible schedule that will include working nights, weekends, and holidays.

  • Shift Schedule: 9 a.m. - 5:00 p.m. (schedule can vary based off the needs of the program) M-F; some nights/weekends/holidays/expected

Essential Duties and Responsibilities

  • Assist in supervising all programs and services that the program offers, including, but not limited to: entrance and exit of all shelter and housing survivors and maintaining proper shelter standards
  • Assist with the hiring of all staff as needed
  • Notify the Sheltering and Housing Services Supervisor of any situation or condition which may interfere with provision of quality services
  • Help with staff and survivors problem solving and conflict resolution
  • Provide counseling and advocacy to survivors on an as needed basis 
  • Assist with quarterly file reviews
  • Complete VI-Spdat paperwork and set transition date with survivors entering sheltering services prior to their first service coordination meeting
  • Supervise the usage of Hope Phones
  • Assist in facilitating shelter staffing’s
  • Plan and facilitate weekly house meetings
  • Implement, coordinate, and supervise staff for various sheltering and housing programs
  • Ensure accurate reporting into all required databases (Infonet, ServicePoint, EmpowerDB, and Unison)
  • Manage P.I.T. and census reporting
  • Ensure staff and program volunteers are aware of the agency and program vision, mission & goals
  • Coach and guide the program staff to accomplish their work
  • Be the ambassador for the Housing Services program to the larger agency and the community
  • Build relationships with community allies, promote the program to funders, units of government and others who interact on behalf of domestic and sexual abuse victims, and victims of other violent crimes
  • Ability and willingness to advocate diplomatically
  • Ensure the quality of services at a program level and a state coalition level
  • Provide individual guidance to staff to maximize professional development and build leadership within the program
  • Attend Coordinated Entry meetings for each region outside of the Quad Cities Family Resources is a part of
  • Develop and keep up-to-date housing program staff manual and related key processes, protocols, and tools to support the housing team
  • Implement new and innovative strategies/ideas for housing survivors of crime
  • Develop and lead a strong landlord network in Survivor Services service area
  • Integrates current best practices of housing models
  • Ensure housing paperwork is in compliance with grant requirements
  • Provide regular group and individual meetings to share what you know and what you think, as well as what you want from staff and the program
  • Be apprised of best practices for housing service delivery
  • Mentor and build leadership within staff
  • Have an awareness of and knowledge of legal and legislative issues that deal with domestic violence and rape and sexual assault in Iowa and Illinois
  • Be a role model for staff. Be the person your team can look to for advice, help and conflict resolution. Model the way you dress, speak, and do your job as a teaching/ training technique for your team.
  • Collaborate with other Survivor Services staff, supervisors, and Director to facilitate the mission of ending domestic and sexual violence, human trafficking, and other violent crimes
  • Participate in the rotating supervisor on-call schedule

ESSENTIAL SECONDARY RESPONSIBILITIES (The Assistant Supervisor will be responsible for the following in the event the primary position that is responsible is unable to perform the job duty as assigned.)

  • In charge of writing, reporting, and monitoring all Sheltering and Housing grants
  • Represent Family Resources at any shelter and/or transitional housing coalitions in the community or making sure the appropriate person is representing Family Resources in the Sheltering and Housing Services Supervisors absence
  • Represent Family Resources at the Homelessness Council meeting in Scott County
  • Case management and supervision of all shelter staff
  • Monitor Shelter Client Surveys and ensure they are being done according to grant reporting requirements
  • Supervise the distribution of any specific assistance and/or client funding such as SEAP applications, bus tickets, etc.
  • Create and monitor shelter schedule
  • Attend required state coalition meetings and functions as a member of that team
  • Supervise and ensure the shelter has all essential supplies
  • P.I.T. and census reporting
  • Supervise and monitor the Do Not Admit List
  • Supervise shelter petty cash

Qualifications

Bachelor's degree or equivalent combination of education and experience required. (Two years of experience as a domestic violence case manager in a major social service program may be substituted for a year of college).

Paid or volunteer human service experience preferred (with children, domestic violence and sexual assault victims preferred).

Must have current proof of car insurance, able to pass driving background check and have reliable transportation.
