As Estimator for heavy civil business development at the agency of VINCI Construction LLC based in Alexandria, Virginia, you will work in preparing the estimate for prospective projects with the intent of competitive bid submission, by analyzing specifications and projects inputs to determine cost-efficient quantities and construction practices to reach pursuit, schedule, and price goals.

Currently, VINCI Construction Grands Projets is involved on the Hampton Roads Bridge-Tunnel, a $3.3BN Design-Build project – the largest civil construction contract ever awarded by the Virginia Department of Transportation (VDOT).
Principle Accountability and Responsibility:
- Prepare cost estimate for bid submission:
- Reviews proposal specifications, drawings, attend pre-bid meetings, etc. to determine the scope of work and required contents of estimate. Reviews and incorporates historical data from purchase orders, subcontracts, productivity analysis reports, etc. into the unit and person-hour figures to prepare cost estimates as per project specifications and requirements
- Prepares discipline estimates by calculating complete takeoff of scope of work. Calculates material quantity requirements from engineering drawing dimensions. Organize and detail the estimate so that it can be easily understood for reviews and handing over for bid team and executive committee. Identify and consult with clients, vendors, or other individuals to analyze their bids, discuss and formulate estimates and resolve issues
- Coordinate with bid team and VINCI Construction Grands Projets’ in-house engineering department (based in Paris, France) to recommend the best solution based on cost and engineering quality. Assists with design review options and recommends the best solution based on cost, engineering quality, or availability of materials. Reviews final estimate to ensure defined work aligns with the overall project schedule and cost goals
- Perform clear Quantity take off’s and production analysis of past experience
- Researches and recommends vendors and subcontractors for designated scopes of work to achieve pursuit and cost goals. Maintains knowledge of the Company’s values and strategic plan
- Organize and maintain a shared database of valuable data, estimates, studies, policies, compliance documentation, archives and working documents backup for future use
- Perform additional assignments per management’s direction
Education and Experience:
Required:
- Bachelor's Degree in Civil Engineering, Construction Management or a related field required
Strongly Encouraged:
- 3-5 years’ experience of estimation of heavy civil construction projects
Key Skills and Knowledge:
Required:
- Advanced knowledge of estimating techniques
- Software skills: Excel, Word; Knowledge of HCSS Heavy Bid Estimating Software
- Knowledge of diverse construction methods and heavy civil baseline concepts (tunnels, bridges, marine works, etc.)
- Communication and interpersonal skills for clear and effective support research, recommendations, and pricing presentation
- Effective cross-culture communication, experience working in an international context
- Technical writing skills
- Time management and strong prioritization skills to meet tight turnaround and bid deadlines
- Analytical mind, capacity to collect, summarize and prioritize relevant information from miscellaneous sources
- Methodical and well organized – we can pursue several projects at a time
- Ability to work with other companies/entities to prepare and incorporate assigned portions of the estimate for complex projects in a joint venture or consortium mode
- Capacity to understand and differentiate the diverse parties’ point of view – adjusting content to the recipient (internal reporting, partners meeting, presentation to Owners, etc.
