POSITION SUMMARY:
Under general direction, the Facilities Manager will plan, organize, and manage the maintenance and development of all agency-owned facilities including buildings, shelters, and other transit amenities; related equipment and resources; and related departmental policies and procedures. Provides management oversight and leadership for facilities maintenance supervisors and staff. Develops short- and long-term facilities goals and work programs and prepares the facilities budget.
POSITION RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:
- Manages the daily operations, as well as strategic planning of facilities maintenance for all agency-owned properties and multiple buildings, including all facilities’ infrastructure, equipment, systems, fueling, and computerized automation equipment.
- Provides leadership to facilities maintenance supervisors and staff including recruitment, career development, training, discipline, and performance evaluation reviews.
- Ensures the security of DART’s facilities, including the management and leadership of contracted relationships with DMPD and private security personnel to ensure coverage, training and coordination between all parties to ensure the safety of DART’s staff, customers and facilities to the extent possible.
- Manages contracted relationships, such as housekeeping and other facilities contracts, in keeping with DART’s procurement guidelines and assuring appropriate coverage and quality of work.
- Develops, monitors, and controls the facilities maintenance budget and appropriate contract charges. Coordinates with procurement on scope-of-work development, purchasing requisitions, evaluation meetings, and contract management. Manages all facilities related contracts and ensures compliance with contract terms.
- Prepares and develops short- and long-range facilities capital budget in accordance with DART priorities and the principles of DART’s Transit Asset Management (TAM) Plan.
- Executes contingency plans and adapts operations for unexpected weather conditions, equipment failures, and emergency situations. Ensures response to facility and emergency situations on a 24 hour/7 day a week basis.
- Leads all facilities preparations such as ensuring necessary equipment, set-up and tear-down for on-site and off-site events, including the Iowa State Fair Park and Ride service, DART employee appreciation events and more.
- Leads facilities projects ensuring appropriate internal and contractor communication, budget management, and timeline development.
- Represents and speaks for the Facilities Department in relevant presentations and meetings.
- Ensures the maintenance and functioning of all facility systems including electrical, mechanical, HVAC, fire/life safety, landscaping/snow removal, building security.
- Implements and manages energy conservation programs and the use of environmentally sustainable products and practices.
- Develops, executes, and directs a planned maintenance program. This will include the implementation of preventative maintenance program based on site specific schedules for replacement/repair of existing assets.
- Ensures that facilities are developed and maintained in compliance with established procedures, policies, regulations and codes such as the Americans with Disabilities Act and the TAM plan.
- Manages, monitors and reports on environmental programs related to OSHA, Underground Storage Tank (UST) program, hazardous waste, pollution prevention, industrial stormwater management to Federal, State, and Local agencies. Participates in environmental site inspections and audits. Provides technical assistance during spills and other related emergencies.
- Recommends innovative and alternative approaches and/or solutions regarding facilities’ personnel, equipment and paths forward for the team. Ensure recommendations meet the strategic priorities of the organization.
EDUCATION AND/OR EXPERIENCE:
- Supervisory experience required
- High school diploma or GED
- Associates degree in engineering, facilities management or construction management preferred.
- Five years or more experience in facilities management
- Experience in facilities maintenance, construction and/or design.
- Project management experience preferred
Special Requirements:
- Flexibility to work outside normal business hours including occasional weekends to respond to emergencies, snow events, special events, call-in or consult with contractors and/or Agency staff
- Valid CDL Iowa Driver’s License or willingness to train and earn within a probationary period, meet the Authority’s driving criteria
- Must reside within 30 minutes of DART’s facility to respond to emergency situations on a 24/7 basis
KNOWLEDGE, SKILLS AND ABILITIES:

- In-depth operation of building systems and components for facilities and other support equipment, including subsystems such as bus wash equipment and fueling stations
- Applicable OSHA, ADA, SDS, and similar health and safety regulations
- Agency organization, operations, policies, and objectives
- Principles and practices of administration, leadership, and training
- Collective bargaining agreement(s), agency rules and regulations, and technical skills regarding maintenance of agency facilities
- Computing and office software programs for word processing, presentations, and email at the intermediate level of proficiency; spreadsheets and databases at the advanced level of proficiency
