Finance Officer

The City of Baltic, SD is seeking its next Finance Officer to serve the city.

The City of Baltic is a progressive community with approximately 1,265 friendly citizens and is located about 15 miles north of Sioux Falls, SD.

Responsibilities include:

Administrative

  • Directs all accounting operations including maintaining all financial records, proper handling of general ledgers, accounts receivable, and account payable functions. Audits all claims against the City. Provides a listing of bills for Council approval of payments. Provide monthly and quarterly reports. Oversee semi-monthly payroll. Responsible for utility and other billings. 
  • Prepares financial reports for the City Administrator
  • Assists the City Administrator with preparation of the annual budget for the City of Baltic
  • Directs the preparation of State and Federal reports, including tax reports
  • Ensures proper recording and depositing of all receipts, including fees, fines, liquor store revenue, etc.
  • Serves as City Treasurer for all transactions of the City
  • Establishes and maintains internal control procedures and assures that State and national standard accounting procedures are used
  • Attends regular and special City Council meetings. Serves as recorder for the City Council. Records minutes, maintains ordinance book and other Council records. Arranges for publication of minutes of meetings and other public notices. Keeps fiscal records and accounts.
  • Monitors all bank accounts and deposited funds in official depositories of the City
  • Completes any duties of the Municipal Finance Officer, City Auditor, and/or City Treasurer further outlined by South Dakota Codified LawPublic Relations
  • Serves as custodian of official City records and public documents; performs certification and recording for the city as required on legal documents and other records requiring such certification; seals and attests by signature to ordinances, resolutions, and contracts, easements, deeds, bonds or other documents requiring City certification
  • Supervises registration of voters and the conduct of City and general elections. Prepares notices and materials, arrange polling places, and appoints election officials. Assures votes are picked up, tabulated and the results of the City elections are provided to the City Council
  • Receives and mitigates complaints from citizens
  • Administers oath of office to public officials
  • Provides public records and information to citizens, civic groups, the media and other agencies as requested
  • Serves as notary public
  • Represents the City at various conferences and meetings

Operations

  • Performs general management duties for the City Administrator as assigned
  • Assist the City Administrator with policy development and recommendations as necessary
  • Performs related work as assigned

Qualifications and Requirements include:

  • BA/BS in Accounting, Finance, Business, Public Administration or a closely related field.
  • Previous service in City Government preferred but not required
  • Three (3) years of progressively responsible accounting work
  • Experience in government and accounting theory, principles and practices; considerable knowledge of internal control procedures and management information systems; knowledge of payroll and accounts payable functions; working knowledge of budgetary, accounting and reporting systems
  • Ability to prepare and analyze complex financial reports; ability to maintain efficient and effective financial systems and procedures; ability to effectively supervise staff; ability to establish and maintain effective working relationships with employees, city officials, and the general public; effective oral and written communication skills
  • Must possess, or be able to obtain by time of hire, a valid South Dakota driver's license
  • Must be bondable
  • Must be able to obtain public notary certification within thirty (30) days of employment
  • Must be able to pass drug and alcohol tests

Competitive compensation starting salary $50,000 (based on qualifications/experience) + benefits include: health insurance, South Dakota Retirement System, vacation and sick leave, plus paid holidays!
