Reclamation has need for a civil construction inspector (CCI) on the Bull Lake Dam Spillway Modification Project. The components of work include the following, constructing temporary cofferdam upstream of dam across new spillway alignment, excavating for construction of new spillway, construction of new concrete spillway including underdrain system and zoned materials, and demolition of existing spillway including zone material fills. The CCI will inspect the installation of typical new construction and demolition, including but not limited to: excavation, concrete placement, embankment, and all appurtenances associated with concrete placement, including form work, structural concrete reinforcing, compaction, piping etc.

SCOPE

Reclamation has need for one (1) CCI to observe and inspect the process and products, as listed below, of the construction contractor to ensure compliance with plans and specifications, monitor CC safety compliance, communicate with the Reclamation Project Team to inform them of developments in the progress of the work, and document construction project activities through written reports and photographs.

The CC will perform the following on a Reclamation dam spillway chute replacement:

  • Development, improvement, maintenance of access roads for Construction.
  • Site development and mobilization of batch plant, certification, maintenance, and production of concrete.
  • Demolition of existing concrete spillway, including upper gates, and stilling basin.
  • Relocation of Bridge
  • Excavation of rock, common materials, and pipe demolition.
  • Gravel and sand filter material placement.
  • Clay/embankment material placement.
  • Drain pipe placement.
  • Outfall channel construction.
  • New concrete spillway construction.
  • Installation of retrofit and standard waterstop.
  • Dewatering of stilling basin, maintenance of dewatering systems, and removal of debris within stilling basin.

The following tasks shall be performed:

  • CI will be on-site at all times CC is constructing to observe and inspect the activities, process, and products of the CC to ensure compliance with plans and specifications. The CI will monitor activities regarding the CC. The CI will serve as Reclamation’s on- site observer but has no contractual authority to direct the CC’s performance of the work.
  • CI shall become familiar with the plans and specifications, contract documents, referenced standards, and approved submittals.
  • Document CC activities through construction inspection reports and captioned construction photographs that accurately, concisely, and completely document the CC’s activities per Reclamation’s Standard Operating Procedure (SOP). Measure, compute, and document installed construction quantities (categorized) in a daily report for CC progress payment price and quantity calculations. Discussions with CC personnel shall be documented and include any safety issues and resolution of those issues.
  • Monitor schedule and report progress in writing to the CCOR weekly.
  • Assist government personnel with construction survey activities as a rod man.
  • Review CC’s daily reports, submittals, and test results for accuracy and completeness.
  • Attend quality control meetings for preparatory, initial and follow-up meetings, and document, list of attendees.
  • Review approved submittals and monitor CC’s progress or deviations from approved submittals.
  • Communicate CC activities to the CCOR to keep them apprised of CC’s progress and any construction related and/or non-compliance issues that may arise during CC’s performance of the work. Issues may include, but are not limited to, specifications requirements, testing and inspection results, health and safety infractions, scheduling changes, unacceptable materials or workmanship, and unusual or unanticipated problems. Verbal communication shall be timely for non-compliance issues. Written documentation of activities shall be submitted weekly.
  • Participate in weekly coordination calls / meetings between the CC and CCOR and construction contract administrators.
  • Monitor CC’s safety and work practices and activities for compliance with the construction contract, the CC’s Health and Safety Plan, and the Reclamation Safety and Health Standards (RSHS).
  • Attend and document CC safety meetings, and review construction contractor prepared Job Hazard Analyses. Safety meetings shall be documented in the daily report.
  • Immediately notify the CCOR and Field Engineer of safety issues or if the CC’s work activities are not in compliance with the specifications and drawings for the project. A written report must be completed and submitted within 4 hours of the event.
  • Provide a weekly journal report to accompany the CI’s timesheet documenting the CI’s hours of performance, activities, and interactions. The CI shall provide this documentation to the COR as well as the CCOR
  • CI shall keep the COR and CCOR advised of the CI’s travel, if a substitution in the CI are required to complete this task order, a seven (7) day notice must be provided.

PERSONNEL QUALIFICATIONS:

The tasks listed above require the candidate be qualified to perform Construction Inspection. The required candidate qualifications include:

 Qualifications must include:

  • The CI must demonstrate construction inspection experience total a minimum of 10 years include relevant experience with earthwork and concrete construction.
  • Experience and demonstrate proficiency in performing applicable and relevant construction inspection within the last five years to ensure compliance with plans and specifications.
  • Knowledge and inspection experience in concrete materials and testing, forming, placement, concrete reinforcement details, and related plan reading.
  • Experience with soil and aggregate properties, testing and related site work methods.
  • Basic knowledge of construction surveying techniques, stake reading, and computation of quantities.
  • Current CPR / AED certification.
  • Proficient computer skills including Microsoft Office (Word, Excel) and email. Ability to communicate proficiently at a standard government document level both orally and in writing. Proficient use of a camera, framing images, re-naming image files, transferring images, and incorporating photography and captioning into a report.
  • Mental and physical ability to work the required hours, in ambient weather conditions, and mobilize around construction site, including climbing up to an approximately 40-vertical feet of ladder.
  • Demonstrates proficiency on construction projects at managing time efficiently, working independently, and adhering to

 PERIOD AND PLACE OF PERFORMANCE

  • Work shall be performed in Bull Lake, Wyoming, approximately 1 hour west of Lander, Wyoming in Fremont County.
  • It is anticipated the task order period of performance will be 21 months after award. The anticipated level of effort is up to 4800 hours.
  • The typical work week is 50 hours and may be up 60 hours per week to meet construction schedule demands with up to 10-12 hours per day, based upon the construction schedule. Core work hours are between Monday through Friday. The CI may be required to work on weekends depending on the construction schedule demands.
