The Iowa Department of Transportation, Local Systems Bureau, is seeking qualified applicants for the E-Construction Administrator, a Training Specialist 2. The Local Systems Bureau is the liaison bureau to cities and counties for state and federal transportation programs. Only together can we and will we continue to improve the quality of transportation in Iowa.”
This position serves as the e-Construction training and program administrator for the Local Systems Bureau. The Local Systems e-Construction Administrator will identify needs for and develop, schedule, and perform all training associated with e-Construction programs such as Doc Express, Appia, E-ticketing software, and possibly others. This position will develop and maintain the User’s Guides; and provide daily system administration and support to users in Iowa’s 99 counties, 942 cities, and numerous consultants for the e-Construction programs.
Responsibilities include understanding and managing the Doc Express / e-Construction programs in order to perform the initial project setup of all city and county, Iowa DOT let contracts associated with improvements to the city streets, county roads, and bridges. This includes working with the software developer(s) to update and/or refine our existing systems as necessary and coordinate implementations and updates to e-Construction programs, as well as assessing and identifying training and guidance needs for the cities, counties, consultants and contractors. The position includes occasional travel within Iowa to perform in-person training to various groups of 30-50 users. Additionally, the position provides support, answers questions, solves problems, and develops solutions that arise in the daily use of the e-Construction programs.
Other responsibilities will include backup support for the development, preparation, and maintaining computerized reports and databases as needed to meet existing and future Federal and State reporting requirements. The position also includes backup support of other automation projects and systems for the Local Systems Bureau. This person is expected to:
- Utilize independent judgment;
- Possess a high degree of proficiency with Doc Express;
- Ability to communicate and train effectively, in writing and verbally, with people from all levels of learning and backgrounds; and
- Speak to groups of 30-50 users.

Travel: Occasional overnight travel.
Shift: Days, Monday -Friday. Flex-time and some teleworking allowed with Supervisor approval.
Starting pay is negotiable within pay scale range, based on years of experience above the minimum qualifications.
Minimum Qualification Requirements
Graduation from an accredited four year college or university and experience equal to three years full-time work in one or a combination of the following areas:
- Professional training, teaching or counseling experience in an educational setting;
- Professional personnel administration including such areas as job analysis, performance appraisal system, selection devices or labor relations;
- Professional experience in a major technical program area utilized by the employing agency;
OR
a combination of education and experience to total seven years, substituting experience equal to one year of full-time qualifying work for each thirty semester hours of qualifying coursework;
OR
a combination of education and experience to total seven years, substituting thirty semester hours of graduate coursework for each year of qualifying experience;
OR
employees with current, continuous experience in the state executive branch that includes experience equal to twelve months of full time work as a Training Specialist 1;
OR
employees with current, continuous experience in the state executive branch that includes experience equal to six years' full-time qualifying work.
