Jefferson County is one of the largest counties in Colorado and is located just west of Denver in the foothills of the Rocky Mountains. The County building is located in Golden, home to the Coors Brewing Company, the National Renewable Energy Laboratory, and the Colorado School of Mines. It is a 20-minute drive or 35-minute train ride from downtown Denver.
The Associate Civil Engineer will perform a variety of tasks such as entry-level technical engineering analysis and calculations and design review. The Associate Civil Engineer will also be responsible for daily construction inspection, construction management, contractual, and project budget tasks associated with capital improvements to roadways, bridges, traffic safety and stormwater drainage projects.

Inspect construction and record observations. Perform engineering activities related to capital improvement program, roadway, traffic operations and stormwater drainage projects.

This position operates on a typical 8-hour five-day work week (Monday-Friday). This position is hybrid, with remote work and in-office work as needed, however, this position requires 75% field work and 25% office work. The successful candidate must have the ability to drive to various job site locations throughout unincorporated Jefferson County, walk over uneven terrain in a variety of weather conditions and compare existing site conditions with construction plans.
Target Hiring Range: $57,336.07-$69,161.64 USD Annual
Compensation will be determined based on education, experience and skills.
Essential Duties
- Work with the Jefferson County design, construction and maintenance teams to support Capital Improvements Projects that relate to roads, bridges, traffic safety and drainage improvements. Review plans, write project specifications, and assist in tracking project expenditures. Assess design plans. Provide engineering skills, construction management, and inspection for complex construction and maintenance projects that include improvements to roadways, intersections, stormwater drainage, bridges and structures, grading and erosion and sediment control.
- Inspect contractor work for accuracy and completion according to construction plans and industry standards. Measure quantities, document work progress and assist with preparation of monthly progress payments, change orders, cost estimates and schedule reviews. Ensure compliance with applicable local, state and federal regulations for flood control, stormwater management and/or traffic safety. Evaluate materials test results and methods of construction related to geotechnical, asphalt, concrete, traffic signage and signalization using industry accepted standards, as required.
- Participate in weekly meetings with the contractor. Review submittals for material selection, change orders, or requests for information and recommend actions.
- Observe materials placement, sample collection and evaluate test results for concrete, asphalt, soils and aggregates.
- Use survey data to assure horizontal and vertical controls are achieved for storm sewer, concrete flatwork, roadway profiles and earthwork calculations.
- Review construction site traffic controls and evaluate Methods of Handling Traffic (MHTs) to protect worker and driver safety.
- Review initial Critical Path Method (CPM) project schedules and monthly CPM schedule updates.
- Assess site stormwater management plans and inspect erosion control devices for payment and compliance with State and Federal regulations. Serve as an associate engineer for assigned projects requiring the practical application of principals and practices of civil engineering related to highway, traffic operations and safety, and stormwater drainage projects. Prioritize projects, review construction plans and specifications, ensure contractors are constructing projects per the plans and specifications. Coordinate with contractors, consultants, utilities, other local agencies, and the public.
- Coordinate with the public, construction supervisors, surveyors, Right-of-Way agents, utility companies and County personnel during project planning, design and construction. Meet with parties to discuss their concerns regarding construction work and develop solutions. Coordinate with citizens and county personnel and utilities during project construction. Meet with parties that may have concerns regarding projects and assist in resolving issues that arise during construction. Participate in community meetings. Respond to, investigate, and evaluate customer concerns and provide information and recommendations for changes to roadway and drainage.

Qualifications
Minimal Qualifications:
- Bachelor's degree in Civil Engineering, Construction Engineering or similar Engineering from an Accreditation Board for Engineering and Technology (ABET) accredited college.
- Plus, a minimum of one-two years of progressive work-related experience.
- Required - Pass the Colorado Fundamentals of Engineering (F.E.) exam and registration of an Engineer Intern (E.I.) in the State of Colorado.
- Required - Erosion Control Supervisor Certification
- Working knowledge of temporary traffic controls.
Preferred Knowledge, Skills and Abilities:
- Two to three years of progressive work-related experience
- Two or more years of experience in Roadway, Drainage or Stormwater
- Two or more years of experience in Construction and/or Inspection
- Materials testing experience related to soils, concrete and/or asphalt
- Strong written and verbal communications, planning and organizational skills.
- Strong attention to detail and organizational skills
- Strong communication skills to varying audiences (residents, professional peers, contractors, etc.)
- Punctual in regard to project timelines, communication, and meetings
- Comfortable with construction or field work during any weather conditions
- Independent critical thinking and analysis
- Experience with Microsoft Office/Microsoft 365

Offer of employment contingent upon successfully completing criminal history, education verification, and motor vehicle checks. Colorado Driver's License at hire and must not have any major violations, nor more than one DUI, DWI, DWAI conviction in the past three years.
