Basic Purpose and Function:

The Site Manager (Bahrain) will be responsible for planned maintenance, repair, engineering program services and analysis of diesel engine performance in Manama, BahrainThis individual will provide onsite supervision and leadership for the FMSNA facility and activities in support of repair operations and the FMSNA Diesel Engine, Engineering and Field Support for Mine Countermeasures Ships (MCM) Class and Littoral Combat Ship (LCS) Freedom Class ships.

  • Drive and discipline to monitor, maintain, modify (as required) and enforce existing department policies and procedures.
  • Timely decision-making ability is of utmost importance as is the process he/she uses to evaluate the risks associated with said decisions.
  • Multitasking capability is a necessity of the job.
  • Must have strong Microsoft Office Suites (Word, Project, Excel, PowerPoint, Filmmaker) capabilities.
  • Must have strong organizational and time management skills.
  • Must have the ability to maintain a professional demeanor.
  • Must have effective written and verbal communication skills and be able to coordinate resources back to the Technical team in the continental United States (CONUS).

 

Qualifications:

  • Ability to pass program specific background checks and obtain security clearance(s) as needed per contract specifications.
  • Extensive experience in management, maintenance and repair of U.S. Navy surface ships with working knowledge of the Joint Fleet Maintenance Manual, Naval Sea Systems Command (NAVSEA) Standard Items and Naval Ships' Technical Manuals (NTSM).
  • Experience with Federal Acquisition Regulation (FAR)-based acquisitions and Foreign Military Sales is highly desirable specifically cost reimbursement, firm fixed pricing, and profit and loss experience.
  • Previous experience in project planning and resource loaded scheduling using MS Project with look ahead schedules, materials logistics management, requirements change management, risk and opportunity management, Quality Assurance (QA)/Quality Control (QC) (including materials testing), environmental rules and regulation compliance, and safety.
  • Individual should have a strong business sense and experience working with supply chain in negotiating subcontracts and change orders. Must be able to generate estimates for task order work, change orders and requests for equitable adjustments.
  • Ability to interface with FMSNA senior leaders and government/customer leaders, capable of preparing written and oral presentations for leadership and customers.
  • Experience managing multiple sub-contractors in a cross-cultural, multi-generational diverse environment.
  • Willingness and ability to live in Manama, Bahrain.

 

 

Education and Experience:

  • Must have a Bachelor of Science in Engineering or equivalent.
  • At least fifteen (15) years’ experience as an on-site maintenance and repair lead with diesel engine trouble shooting.
  • Minimum of five (5) years’ experience as a repair project superintendent or equivalent.
  • Previous trouble shooting and repair experience with the Isotta-Fraschini engines on the MCM class ships is required.
  • Experience in a maritime engineering environment is preferred.

 

Major Responsibility (Functions/Duties):

  • Oversee and manage local subcontractors.
  • Manage day to day operations and maintenance activities to ensure that all contract requirements are met in a timely and professional manner.
  • Manage and oversee the repair, maintenance and analysis of U.S. Navy ships.
  • Manage, coordinate, monitor, and inspect project and task order progress and schedules.
  • Chair weekly onsite meetings with all levels of personnel and customers.
  • Generate daily and weekly FMSNA and U.S. Navy reports.
