The Major Bridges P3 Initiative is part of the PennDOT Pathways Program, which is designed to bolster PennDOT’s ongoing effort to address the state’s growing backlog of replacement and rehabilitation needs for major bridges that are approaching the end of their useful life. By allowing for the use of a P3 delivery model, PennDOT will be able to replace or rehabilitate major bridges around the state more quickly, achieve significant savings for taxpayers, and minimize the impact on the traveling public.

The initiative includes the rehabilitation or replacement of select bridges—grouped in packages—and all associated infrastructure investments associated with that specific bridge, including roadway and approach work, and improvements to nearby impacted roadways.

The Bridging Pennsylvania Constructors team is led jointly by S&B USA Construction and FCC. The consortium members have a 20-year long track record of successful project delivery with PennDOT, having worked in all PennDOT districts.

The Project:
The purpose of the Pennsylvania Major Bridges Project is to deliver infrastructure improvements focusing on the rehabilitation and replacement of nine major bridges (and associated roadways) across the Commonwealth. It was awarded to a consortium led by SBC in April 2022 and, upon completion, it is estimated to be over $2B.
The project is being delivered under a Pre-Development Agreement (PDA) that guarantees early involvement and increased collaboration between the Owner (PennDOT), the Developer (a JV MacQuarie Capital and S&B Concessions) and the Design Builder (a JV S&B Construction and FCC). The PDA phase will be delivered starting in April 2022 and will last until December 2026.
The first package of 6 bridges will be ready for Financial Close in December 2022 and it is anticipated that detailed design will immediately follow, with an expected construction start in December 2023.

Job Summary: 
The P3DM : 
•    Will lead the design preconstruction and delivery of the project, acting as the DBJV Design Coordinator and, under the direction of and in coordination with the Project Director, act as the main point of contact with the client and lead designer for design matters.
•    Is a highly experienced and personable leader with strong design management skills, excellent strategic networking skills, capable of understanding and work across all design related elements of the project from technical to commercial.
•    Must develop near-term and long-term strategies and relationships, provide direction and support to assemble a team to include design partners and consultants as required by the PDA and subsequent agreements. Also, manage project design, resource planning, budgeting, staff hiring and development and direct all design activities to ensure successful completion and close-out of deliverables and designs. 
•    Will require to be a great communicator in English and with a good understanding of the transportation sector and business culture in Pennsylvania. 
•    Must be collegiate and possess good ‘soft’ skills to lead and persuade a diverse group of individuals to deliver both PDA design work and subsequent detailed design in a timely and efficient manner. 
•    Will work collaboratively with other team members to achieve goals, ask for inputs by valuing others’ ideas and expertise, and support and acts in accordance with final decisions, even when such decisions may not entirely reflect own position.
•    Must have the experience and capacity to deliver the design for large scale, highly important road construction projects involving complex technical issues.

Duties include, but are not limited to:
•    Lead and manage both internal and external engineers and coordinate design activities between estimating, construction, external consultants and clients.
•    Provide the best technical solutions to optimize the design, minimizing quantities and/or construction time, while all technical requirements are met.
•    Due diligence and review of design provided by sub-consultants and clients, performing quality control reviews, checking the design with independent analyses and models.
•    Monitor and report progress against design schedule. Review and approve tasks to ensure deadlines are met.
•    Defend solutions in front of the client and other stakeholders, achieving the approval of the design.
•    Be vigilant and anticipate technical risks and design strategies to protect SBC and the JV against those technical risks.
•    Perform leadership activities, including mentorship and guidance of junior employees, showing them the path to increase their technical level. Offer to all engineers in that discipline the most advanced technical knowledge and cutting-edge technologies.
•    Function as the prime contact coordinating the resolution of design and engineering problems, reviewing progress, recommending alternatives and advising on project objectives.
•    Coordinate with clients, engineering consultants and other stakeholders to discuss on and solve design and construction related topics.
•    Work in a multidisciplinary environment, actively communicating with the rest of SBC, the JV team and its other members to identify needs and evaluate alternative solutions.
•    Initiate, coordinate, and design projects and calculations, as needed.
•    Review and supervise proposed revisions to technical provisions and design requirements;
•    Develop or evaluate plans/criteria or special analyses required in support of the design effort. 
•    Review drawings and designer submittals for accuracy
•    Ensure construction plans, plans, and specifications conform to all applicable standards and requirements.
•    Prepare and monitor design budget and schedule.
•    Interface with estimating and construction team and coordinate with construction approach.
•    Participate in meetings with owners, developers, partners and subs
•    Produce periodic Design Progress Reports, as required by the PDA.

Requirements:
•    Bachelor's Degree from an accredited four-year college or university in Civil Engineering is required.
•    10 years of related work experience, with at least two projects bigger than $100M acting as Design Manager or Design Proposal Manager is required.
•    Registration as a Professional Engineer (P.E.) in at least one state, with the ability to obtain registration in the state of Pennsylvania within 90 days of employment is required.
•    Familiarity with AASHTO, FHWA and PennDOT regulations is required.
•    Knowledge and experience with Microsoft Word, Excel, and PowerPoint required.
•    Demonstrated familiarity with CAD and other PC software packages typically associated with engineering is also required.
•    Demonstrated ability to establish and maintain good relationships and partnerships with clients, vendors, subcontractors and construction partners required.
•    Design Build Institute of America (DBIA) is highly valuable.
•    Experience and good relationship working with PennDOT is highly valuable.
•    P3 or Design Build experience in large projects (>$500M) on the contractor or designer side is highly valuable.
•    Knowledge of means and methods and construction techniques is highly valuable.
•    On-site and field experience on civil projects preferred.
•    Knowledge and experience with scheduling software (i.e. Microsoft Project and/or P-6) preferred.

•    This permanent staff role is based in Harrisburg, Pennsylvania, in the Project Office to be established.
