The Major Bridges P3 Initiative is part of the PennDOT Pathways Program, which is designed to bolster PennDOT’s ongoing effort to address the state’s growing backlog of replacement and rehabilitation needs for major bridges that are approaching the end of their useful life. By allowing for the use of a P3 delivery model, PennDOT will be able to replace or rehabilitate major bridges around the state more quickly, achieve significant savings for taxpayers, and minimize the impact on the traveling public.
The initiative includes the rehabilitation or replacement of select bridges—grouped in packages—and all associated infrastructure investments associated with that specific bridge, including roadway and approach work, and improvements to nearby impacted roadways.
The Bridging Pennsylvania Constructors team is led jointly by S&B USA Construction and FCC. The consortium members have a 20-year long track record of successful project delivery with PennDOT, having worked in all PennDOT districts.
Primary Project upon Commencement:
The purpose of the Pennsylvania Major Bridges Project is to deliver infrastructure improvements focusing on the rehabilitation and replacement of nine major bridges (and associated roadways) across the Commonwealth. It was awarded to a consortium led by SBC in April 2022 and, upon completion, it is estimated to be over $2B.
The project is being delivered under a Pre-Development Agreement (PDA) that guarantees early involvement and increased collaboration between the Owner (PennDOT), the Developer (JV: MacQuarie Capital and S&B Concessions) and the Design Builder ( JV: S&B Construction and FCC). The PDA phase will be delivered starting in April 2022 and will last until December 2026.
The first package of 6 bridges will be ready for Financial Close in December 2022 and it is anticipated that detailed design will immediately follow, with an expected construction start in December 2023.
Primary Function:
Establish, implement, and direct all procurement and expediting strategy and activities for mega projects or a group of large complex projects ensuring compliance with company directives.
Typical Duties:
- Provide leadership and strategic direction to support all sourcing, procurement and expediting activities in a cost effective manner.
- Prepare and control overall expenditures in accordance with project budgets and
- Ensure internal procedures are established and followed for the proper management of international and domestic freight and on-time delivery.
- Ensure that all purchasing, logistics and freight activities adhere to established ISO
- Identify opportunities for cost improvement within procurement and within assigned
- Direct the establishment of systems and procedures in line with accepted procurement
- Ensure timely delivery of partner purchased materials and equipment to accommodate project schedule.
- Establish procurement standards and ensure all head office and project procurement personnel adhere to professional procurement, expediting, and purchasing
- Establish, implement, and direct all procurement and expediting strategy and activities for an assigned project(s) ensuring compliance with company directives.
- Mitigate risk and exposure to the company through adherence to accepted procurement
- Responsible for safe working conditions within his / her assigned area of authority through the execution of the corporate safety procedures and adherence to established safe practices.
- Responsible for the understanding, execution, and enforcement of corporate quality standards within his / her assigned area of authority by identifying potential problems early and ensuring the project and company’s quality commitments are met.
- Assume additional responsibilities or assignments per supervisor’s and / or corporate
Skills, Knowledge, Qualifications & Experience:
Bachelor's degree or equivalent experience, advanced degree preferred. Minimum 20 years procurement or supply chain management experience related to construction industry. Advanced knowledge of procurement vendor inspection techniques, financial management and contract law required.
Ability to make decisions and recommendations which can greatly impact profitability
