POSITION OVERVIEW:
Tarlton has a long and distinguished track record of successfully delivering complex construction projects throughout the Midwest and has an incredible opportunity for an energetic construction professional looking to advance his/her career and lead a growing business unit.
In accordance with the Company’s growth and succession plans, we have identified the need for an Estimating Director / Chief Estimator (Director) to lead our estimating and preconstruction efforts in the civil, water/wastewater, energy, and industrial markets.
The Director will also contribute to the development of corporate strategy and business plans and collaborate with the Vice President and other directors in achievement of associated goals.
MAJOR GOALS AND RESPONSIBILITIES:
People and Administration
- Ensure Company Values and policies are exhibited and adhered to by managed team members.

- Lead and mentor a team of estimators.
- Collaborate with Vice President and human resources personnel to execute development and training plans for managed team members and conduct performance reviews.
Safety & Health
- Model, promote, and reinforce the Company safety culture and commitment to safety and health as the top priority.
- Ensure safety and health considerations are incorporated appropriately into bids.
Estimating & Proposal Leadership
- Perform, lead, and oversee estimating functions and bid-level schedule development for civil, water/wastewater, energy, and industrial design-bid-build, design-build, and conceptual bids, including self-perform (concrete and civil) competencies.
- Develop scope and responsibility breakdowns and assign team members to successfully execute bids and manage workloads that involve multiple bids at any given time.
- Coordinate with Vice President and other company leaders to involve operations personnel and building/vertical estimators to support efforts as needed and facilitate employee growth.
- Coordinate with Vice President to involve marketing personnel with bids as needed.
- Collaborate with Vice President and operations directors to develop win strategies, capture plans, and risk registers.
- Promote and incorporate innovation, problem solving, ATC development, and value engineering into bids.
- Collaborate with operations directors, project managers, superintendents, and equipment/shop personnel on the appropriate productivities, means and methods, equipment, tools, and technologies.
- Identify the client’s needs, preferences, and hot buttons and incorporate into bids.
- Coordinate with Vice President and operations directors to identify and select strategic joint venture partners, exclusive subcontractors, and design/build engineers and develop necessary teaming agreements.
- Develop solicitations and manage key subcontractors and material suppliers throughout the bid process.
- Approve subcontractor and major supplier selections for bid submission.
- Ensure all contract terms and conditions, technical specifications, and labor rules and requirements are thoroughly understood and reflected in bids.
- Develop bid clarifications and exceptions as necessary.
- Coordinate with Vice President and operations directors to review each bid and determine the appropriate general conditions and profit margins.
- Collaborate with Vice President to present bid summaries to Company executives prior to submission when required.
- Assemble and submit detailed, competitive, and compliant bid packages to clients.
- Collaborate with Vice President and business development personnel to conduct post-bid analysis, track internal metrics such as win rates by identified categories, and identify areas of strength and improvement to facilitate a best-in-class win rate.
Business Development
- Collaborate with Vice President, business development personnel, and operations directors to develop and update the sales plan and pipeline.
- Develop and maintain relationships with existing and potential clients as well as engineers, architects, and other partners.
- Stay attuned to the market to identify opportunities and leads maintain awareness of the latest means and methods, equipment, tools, and technologies.
- Collaborate with Vice President, operations directors, and business development personnel to perform go/no-go evaluations.
- Actively participate in pertinent industry associations and attend conferences and networking events that can advance our expertise and/or contribute to business development efforts.
- Participate in expert presentations and panel discussions as identified to promote Tarlton expertise and strengthen our reputation with clients and partners.
- Collaborate with Vice President, operations directors, and business development personnel to conduct periodic competitive analysis and identify areas for improvement.
Project Operations
- Support successful bid hand-offs and project startups.
- Support preconstruction and design-phase efforts and attend meetings as appropriate.
- Consult with and support project teams on significant project events and complex issues and scopes of work as necessary.
- Support projects teams on large and/or complex change order pricing.
- Follow up with project teams to collect and implement lessons learned, stay abreast of means and methods, and maintain up-to-date production data for future bids.
MANAGED BY
The Director will report to and work closely with the Vice President, Civil, Energy, Industrial, and Self-Perform (Vice President).
PEOPLE MANAGED
Sr. Estimators and Estimators.
WORK ENVIRONMENT AND PHYSICAL EFFORT
- Work is normally performed in a typical interior/office work environment.
- If required, the employee may be located in a trailer at a jobsite location or maintain an office at the Owner’s facility.
- The employee may occasionally lift and/or move up to 25 pounds.
- No or very limited exposure to physical risk.
- While performing the duties of this job, the employee is required to sit and talk and hear.
