Clay County is seeking a qualified professional to fill a dual-role position as Zoning Officer / Veteran’s Service Officer. In this capacity, you will perform professional, technical, and administrative functions related to County planning and zoning, including enforcement of zoning regulations and review of planning documents. You will also be responsible for informing and assisting veterans and their families in securing benefits and services.

Additionally, in your role as Veteran’s Service Officer, you will serve as the County’s ADA Coordinator, ensuring compliance with the Americans with Disabilities Act and promoting accessibility for individuals with disabilities throughout Clay County.

This position reports directly to the Clay County Commissioners and offers the opportunity to make a meaningful impact on the County’s development while providing vital support to our veteran community.

ESSENTIAL RESPONSIBILITIES

Zoning Officer

  1. Resource & Guidance – Act as a resource person for County zoning-related inquiries, procedures, and regulations.
  2. Zoning Board Support – Serve as staff to the County Zoning Board, preparing meeting materials, notices, agendas, and minutes.
  3. Budget & Documentation – Prepare and manage a budget; develop and maintain necessary forms, meeting minutes, and records in compliance with legal standards.
  4. Inspections & Enforcement – Perform inspections and enforce provisions of the Zoning Ordinance; review and issue building permits and 911 addresses for new residential plats or parcels.
  5. Plat Review – Review plats to verify legal descriptions, measurements, and documentation.
  6. Relationship Building – Build and maintain positive, professional relationships with the general public, County employees, and other stakeholders.
  7. Ongoing Development – Attend training sessions related to zoning practices and other relevant responsibilities.

Veteran’s Service Officer

  1. Benefits Assistance – Compile information and inform veterans and their families of available benefits and programs offered through the Department of Veteran’s Affairs and other agencies.
  2. Liaison & Advocacy – Serve as a liaison to veteran service organizations; arrange transportation to services if necessary.
  3. Records Management – Maintain files and documentation for any County veteran seeking assistance.
  4. Budget & Financials – Prepare County budget and maintain accurate financial records as they relate to veterans’ services.
  5. Training & Meetings – Attend required training sessions and meetings, which may involve travel.
  6. Public Interaction – Develop and maintain positive, professional relationships with the general public and other employees.
  7. ADA Coordination – Fulfill responsibilities as the County’s ADA Coordinator, ensuring compliance with ADA requirements.
  8. Other Duties – Perform other duties necessary for the proper performance of the position.

MINIMUM QUALIFICATIONS

  • Education & Experience
    • High school diploma or GED required.
    • Veteran’s Service Officer must be a veteran as defined under SDCL 33-16-27 and 33-17-1.
    • Experience or training in zoning regulations, planning, construction practices, legal procedures, and/or map reading is beneficial.
    • Familiarity with Department of Veteran’s Affairs benefits, programs, and paperwork is highly preferred.
  • Skills & Abilities
    • Working knowledge of office practices, procedures, and equipment, including MS Office, web-based applications, and basic mapping software.
    • Ability to understand and follow verbal and written instructions; effectively communicate verbally and in writing.
    • Strong organizational skills; capable of preparing and managing budgets, meeting minutes, and maintaining proper records.
    • Ability to build and maintain positive relationships with veterans, the general public, and County staff.
    • Working knowledge of Clay County Zoning Ordinance, State Laws on Zoning, Joint Jurisdiction areas, and the County Comprehensive Plan (or willingness to learn).
    • Awareness of and ability to coordinate ADA-related requirements for the County.

COMPENSATION & BENEFITS

  • Compensation will be commensurate with experience and qualifications, with a salary range of $65,000 to $75,000.
