Job Overview and General Purpose
Guided by Penn Line’s values, ethical principles, and industry standards, the Safety and Training Support Specialist serves as a resource for all employees to promote a safety culture where all incidents are preventable, by developing policies, training programs, best practices, root cause analysis, and customer training requests. This is an exempt, salaried position.
Essential Functions
- Enhances the standardization of safe work practices in concert with the employee safety manual, skills training programs, and by facilitations of on-the-job training efforts.
- Provides technical guidance and support to operations through collaboration on skills and safety program development, mitigation techniques and training procedures.
- Serves as a role model of excellent customer service by responding constructively to the needs of all those he/she interacts with daily on behalf of the organization.
- Supports management’s event investigations and near miss, good catch evaluations by applying root cause analysis principles.
- Supports operational safety performance by evaluating JSA and Safety Observations forms, working with management to correct unsafe behavior, and facilitating the development documentation and training of risk mitigation strategies.
- Influences the development of new employees (Short Service Employees or SSE) by collaborating on strategies for their orientation to the work and work environment.
- Represents Penn Line’s professional image in the industry and with customers by participating in industry events, safety meetings, and customer training events.
- Oversees compliance with MSHA and customer training requirements by maintaining and evaluating training records, and by scheduling the appropriate trainings.
- Oversees compliance with inspection intervals for lineman’s rubber PPE, coverup, and hot sticks by monitoring the interval and facilitating the exchange of good as needed.
- Facilitate compliance for MSHA, OSHA and Customer work rules by gaining the required expertise and making crew observations to identify gaps.
- Assist with storm restoration efforts by supporting and evaluating the work practices, and conditions.
- The Safety and Training Support Specialist will comply with all performance initiatives and other job-related duties as assigned.
Minimum Qualifications:
- Current valid driver’s license.
- Minimum of 5 years’ experience as a field training associate or equivalent.
- CUSP certification or relevant level of knowledge and experience preferred.
- Education/Experience: High school diploma, or equivalent combination of education and experience.
- Computer skills: Intermediate/advanced knowledge of spreadsheet and word processing software; email and Internet browsers and other software.
- Technical Skills: Strong knowledge of industry safety standards and requirements, operational methods, and best management practices.
- Other skills and abilities: Excellent oral and written communication skills; strong equipment troubleshooting knowledge; ability to handle confidential information; organization skills; and attention to detail.
- Judgement: Ability to reach logical conclusions based on established evidence. Able to exhibit a high level of confidentiality. Recognizes when to elevate a decision or inform a superior about a decision.

Reporting and Key Relationships
- Reporting Relationship The employee shall report to the Safety and Training Support Manager. The employee is expected to work closely with a variety of departments and Penn Line staff, including the Supervisors, on all relevant matters affecting Penn Line Energy T&D Inc. or otherwise connected with the discharge of the employee’s duties.
- Key Relationships include customer contacts, the various department managers and key contacts (Accounting, Billing, Claims, Equipment, Human Resources, Payroll), field trainings associates and managers and embedded staff, and supply vendors.

Work Environment

- Primarily, the work will be performed in the field and occasionally, in an office setting.
- Frequent travel to core states (Pennsylvania, West Virginia, Virginia, and Tennessee) required and may be exposed to noise, heat, and dust and/or hazardous equipment or chemicals.
