Position Summary

The HSE Professional is responsible for implementing, monitoring, and enforcing Health, Safety, and Environmental (HSE) programs on water and wastewater construction projects (Batesville Water Treatment Project). This individual serves as the primary resource for safety and environmental compliance and works closely with project management, subcontractors, and field personnel to ensure all work is performed safely and in accordance with applicable regulations and company standards. The HSE Professional plays a key role in protecting personnel, the public, property, and the environment. This position will be primarily based in Batesville, Arkansas, supporting the Batesville Water Treatment Project and related field operations. The HSE Professional is expected to maintain a regular on-site presence in Batesville to effectively oversee safety and environmental compliance, collaborate with project teams, and ensure daily operations are conducted in accordance with all applicable regulations and company standards

Key Responsibilities

Health and Safety

  1. Implement and enforce the project-specific HSE Plan.
  2. Conduct routine jobsite inspections to identify hazards and ensure safe work practices.
  3. Ensure compliance with OSHA standards and company safety policies.
  4. Develop and review Job Hazard Analyses (JHAs) with supervisors and subcontractors.
  5. Conduct HSE orientations, toolbox talks, and safety meetings.
  6. Monitor use of personal protective equipment (PPE).
  7. Investigate incidents, near misses, and unsafe conditions, and recommend corrective actions.
  8. Maintain authority to stop work that presents an unsafe condition.

Environmental Compliance

  1. Monitor compliance with environmental permits and plans, including SWPPP and erosion control requirements.
  2. Conduct environmental inspections to ensure proper installation and maintenance of erosion and sediment controls.
  3. Ensure proper storage, handling, and disposal of fuels, chemicals, and construction waste.
  4. Assist with spill prevention and response, including documentation and reporting.
  5. Promote environmental best practices and regulatory compliance.

Documentation and Coordination

  1. Maintain accurate records of inspections, permits, training, and incident reports.
  2. Assist with regulatory inspections and serve as the onsite HSE point of contact.
  3. Work with project management to correct safety and environmental issues promptly.
  4. Support overall project compliance and continuous improvement in HSE performance.

Qualifications

Experience and Knowledge

  1. Minimum 5 years of construction safety experience, preferably in heavy civil or water/wastewater construction.
  2. Strong knowledge of OSHA standards and environmental compliance requirements.
  3. Experience with excavation safety, confined space entry, heavy equipment operations, and environmental protection practices.

Certifications

  1. OSHA 30-Hour Construction Certification (required)
  2. First Aid/CPR/AED Certification (required)
  3. CHST, CSP, or equivalent certification (preferred)
  4. SWPPP or environmental compliance training (preferred)
  5. Frequent walking, climbing, and working around heavy equipment and construction activities.

 

Hourly pay range $36-$42/hr. 

Per Diem - $150 per day
