GENERAL DEFINITION: The primary responsibility of this position is to coordinate and integrate all activities required to build, maintain, and enhance the Tribe’s ability to mitigate prepare for, respond to, and recover from actual or potential natural disasters, acts of terrorism, or other human-caused emergencies. This role serves as the Tribe’s technical advisor for emergency preparedness plans, functions, and safety initiatives.
SUPERVISION RECEIVED: Work is performed under the general direction of the Public Safety Director.
SUPERVISION EXERCISED: Emergency Management and Safety Technician and Administrative Assistant IV.
DUTIES:
Develops, implements, and evaluates emergency and disaster preparedness.
- Provides leadership and direction during emergency situations; conducts risk and vulnerability assessments; and trains employees on emergency preparedness response, and recovery procedures.
- Design strategy, systems, processes, guidelines rules & standards to develop, implement and manage an emergency communications plan.
- Prepare plans that outline operating procedures in response to emergencies or disasters.
- Develop, amend and maintain Emergency Operations and Hazard Mitigation Plans.
- Inventory all available resources from tribal, BIA, County, State, Federal, and community programs to include public and private schools for emergency preparedness.
- Prepare and monitor annual budget for emergency preparedness.
- Apply for and manage technical and financial assistance through state, county, federal, and tribal programs.
Coordinate, evaluate and maintain emergency management activities.
- Plans and coordinates emergency and disaster response activities to minimize risk to life, property, and critical infrastructure.
- Monitors conditions, activities, and changes that may increase the likelihood of an emergencies or impact response readiness, including factors affecting response efforts and plan implementation.
- Coordinate disaster response or crisis management operations, including ordering evacuations, opening and managing public shelters, and implementing special needs plans, and programs.
- Maintain ongoing communication and coordination with other tribal, municipal, county, state and federal officials, as well as non-profits, businesses, school, hospitals and other stakeholders to support unified response efforts.
- Reviews and updates emergency response plans and procedures to reflect regulatory requirements, technological advancements, and lessons learned from emergency incidents and exercises.
- Coordinates, develops, and facilitates training programs in compliance with Federal Emergency Management Agency (FEMA), National Incident Management (NIMS), and Incident Command Structure (ICS) standards for responders, staff and Tribal Council.
- Collaborates with Zuni Public Safety programs to coordinate emergency response planning and operations for large-scale and special events.
Emergency Preparedness, Response, and Training.
- Organize and oversees emergency preparedness, response and training programs to enhance awareness, readiness, and response effectiveness.
- Maintains and delivers training and education on the Zuni Tribal Emergency Plan in alignment with the Hazard Mitigation Plan (HMP), Emergency Operations Plan (EOP), National Incident Management System (NIMS), and Incident Command Systems (ICS).
- Maintains Emergency Operations Center (EOC), as the central location for coordinating and directing emergency response activities by key officials
- Ensures Emergency Operations Plans by complying with tribal, county, state, and federal, requirements. Initiates, monitors, and evaluates emergency preparedness and readiness activities of departmental and program-specific EOP’s.
- Designs, develops, and delivers safety and environmental training programs for the Pueblo of Zuni employees to support workplace safety and emergency readiness
- Develops public education and outreach materials and conducts presentations for community, tribal programs, and schools on emergency plans and implementation processes.
- Maintain and updates emergency preparedness resources and reference materials to ensure accuracy, accessibility, and readiness during emergency operations.
Supporting duties.
- Assist with identifying and researching grants opportunities, support grant application and administration processes; and coordinates the submission of federal and state reimbursement claims for the Tribe’s costs incurred during emergency operations
- Conducts and analyzes post-incident damage assessments following emergencies or disasters to support recovery efforts and funding requests.
- Prepares emergency incident and situation reports documenting response and recovery efforts, resource needs, and preliminary damage assessments.
- Conducts need-assessment surveys to identify emergency-related gaps and priorities for disaster planning and preparedness initiatives.
- Maintains professional knowledge by conducting research, and participating in seminars, educational workshops, training, classes, and conferences related to emergency management.
- Develops and maintains professional working relationships with regional emergency management professionals to support collaboration, coordination, and networking with local jurisdictions and emergency management agencies.
- Stays informed on emergency preparedness best practices by reviewing professional publications; participating in professional organizations establishing networks and coordinating with representatives from partner and contracting agencies.
- Prepares and staffs public information displays at job-related events, outreach activities, and community functions.
Coordinate, evaluate and maintain safety compliance activities.
- Provides oversight of the safety compliance program and recording of documentation and training processes.
- Provides oversight of the defensive driving training program and recording of documentation and training processes.

- Purchases and maintains required incident management equipment.
MINIMUM QUALIFICATIONS
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of emergency management principles and practices. Knowledge of preparedness, mitigation, response, recovery principles and emergency planning techniques. Knowledge of Emergency Operations Plans (EOPs), Hazard Mitigation Plans (HMPs), and continuity planning. Knowledge of FEMA programs and requirements. Knowledge of damage assessment processes, disaster cost documentation, and federal and state reimbursement procedures. Skilled in developing emergency plans. Excellent strategic and tactical planning skills. Skilled in operating software programs (word processing, spreadsheets, databases) using Microsoft Office Suite (Word, Excel, Access, and Power Point). Knowledge of traditional form, functions, and structure of government and Zuni tribal customs and traditions. Knowledge of applications, applicable federal, state, county, and local laws, regulations, and requirements. Knowledge of hazardous materials handling and safety, multi-jurisdictional hazard mitigation plans, (NIMS), (ICS), (OSHA) standards, (NFPA) standards, (FEMA) tribal programs. Work cooperatively with State Emergency Operations Center (EOC). Ability to evaluate operations and programs to determine if they meet the Pueblo of Zuni needs. Ability to communicate effectively both verbally and in writing Ability to act quickly and calmly in emergency situations, be effective in a fast-paced emergency environment and make appropriate and time decisions, give and receive orders. Ability to follow instruction in verbal and written format, assess situations and take appropriate courses of action under extremely stressful and hazardous circumstances, integrate training, experience, sufficient to identify potentially dangerous situations. Ability to make effective logical decisions and exercise appropriate measures to resolve the situation with minimal injury to self or other people, assess facility vulnerabilities and recommend solutions, interpret applicable federal, state, county and local laws, regulation, requirements, ordinances and legislation.
EDUCATION AND EXPERIENCE: Bachelor’s degree in Business or Public Administration, Public Safety, Fire Science, Emergency Management or related field with five (5) years professional-level experience in emergency operations, incident management, law enforcement, fire safety, or any emergency management field, of which one (1) years must have been in a supervisory role. An equivalent combination of education and experience (1:1) relevant to the duties and responsibilities will be considered in lieu of education.
LICENSE AND CERTIFICATES: Must possess a valid State of New Mexico Driver’s License with no DWI/DUI convictions within the past three (3) years. Driving is an essential part of the duties.
- Completion of training using the NIMS or ICS systems is preferred.
- Must possess the following certifications or ability to obtain within two (2) years of hire:
- Instructor Development, FEMA Professional Development Series/ Advanced Professional Series and OSHA Certifications.
PHYSICAL DEMANDS AND WORKING CONDITIONS: Work is performed indoors and outdoors; primary work location is in an office environment. Outside work is subject to temperature extremes and inclement weather conditions. Subject to hazards which may cause personal bodily harm; smoke; diseases; cuts; bruises; burns; common cold; influenza, dust, odors and elevated noise levels. Tasks may be performed on uneven, inclined, and hard surfaces. Perform strenuous work under hazardous and adverse conditions and requires arduous physical exertion under unusual circumstances. Overall physical strength demands are light, exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly. Requires walking or standing to a significant degree.
SPECIAL CONDITIONS: Position is subject to pre-employment drug testing. Position is Safety Sensitive and will be subject to random drug screening for duration of employment in compliance with the Pueblo of Zuni Drug Free Workplace Policy. Must successfully pass a thorough character background check including FBI fingerprinting check. 45 minute response radius within the Pueblo of Zuni boundaries. Will be required to work extended hours and various work schedules. Maintain a high degree of self-control in stressful situations. A dominant factor in the performance of duties requires incumbent to possess and maintain a high degree of physical agility. Must pass an annual physical examination.
