Job Summary
The ServiceNow Developer / Administrator will serve as a key technical resource supporting a major federal Application Management Services (AMS) program for a prominent Department of Defense (DoD) Field Activity. This role is responsible for designing, developing, configuring, and maintaining ServiceNow applications to support the agency's ServiceDesk, IT Service Management (ITSM), Strategic Portfolio Management (SPM), and Agile development efforts.
A primary focus of this role will be supporting the agency's modernization strategy, including the upcoming migration of legacy client-server enterprise application suites onto secure, ServiceNow Software-as-a-Service (SaaS) and Platform-as-a-Service (PaaS) environments hosted in secure DoD commercial cloud environments (Impact Level 5 [IL5] and Impact Level 2 [IL2]).
Key Responsibilities
- Platform Development & Administration: Design, build, configure, and customize ServiceNow applications, including Business Rules, Client Scripts, Script Includes, UI Policies, UI Actions, and Access Control Lists (ACLs).
- Workflows & Automation: Create and maintain Flow Designer workflows, IntegrationHub integrations, Service Catalogs, Catalog Items, and Record Producers to automate business processes and eliminate operational bottlenecks.
- ServiceDesk & ITSM Support: Configure and support Incident, Problem, Change, Request, Knowledge, and CMDB modules. Configure automated routing and SLA rules to ensure the Service Desk resolves greater than 90% of critical requests within 2 business hours and greater than 80% of non-critical requests within 8 business hours.
- Agile & SPM Execution: Configure and utilize ServiceNow Agile Development and Strategic Portfolio Management (SPM) modules. Actively participate in two-week sprint cycles to translate backlog items into fully realized configurations.
- CMDB & Asset Management: Configure and manage the CMDB, Discovery, and Asset Management systems to maintain 100% accountability of physical, virtual, and cloud-based infrastructure and software licenses.
- Modernization & SaaS Migration Support: Support the technical transition and integration of flagship legacy mission applications into a modern ServiceNow SaaS hosted architecture.
- Platform Security & Compliance: Harden the ServiceNow platform in strict compliance with DoD Zero Trust Architectures, DISA STIGs, and Risk Management Framework (RMF) security controls. Configure the platform to support continuous monitoring and automated compliance reporting.
- Release & Change Management: Manage application configuration changes utilizing Update Sets and Application Repositories. Coordinate change packages with the program's Change Control Board (CCB).
Required Qualifications
- Citizenship: U.S. Citizenship is required.
- Security Clearance: Active Secret clearance.
- ServiceNow Certification: Active ServiceNow Certified System Administrator (CSA) certification.
- DoD 8570 Certification: Active IAT Level II baseline certification (e.g., Security+ CE, CCNA Security, CySA+) upon hire.
- Experience: 3+ years of hands-on experience in ServiceNow administration and development, with deep technical proficiency in ITSM.
- Agile & SPM Experience: Minimum 1 year of experience configuring and working within ServiceNow Agile Development and Strategic Portfolio Management (SPM) modules.
- Scripting: Solid proficiency in JavaScript, ServiceNow APIs, and XML.
- Framework Knowledge: Strong understanding of ITIL v4 processes.
- Bachelor’s degree in computer science, or a related field.
Preferred Qualifications
- ServiceNow Certified Application Developer (CAD) certification.
- ServiceNow Certified Implementation Specialist (CIS) in ITSM, SPM, or Software Asset Management (SAM).
- Prior experience supporting the migration of legacy DoD systems to ServiceNow SaaS or secure cloud-hosted platforms.
- Experience with IntegrationHub, MID Servers, and REST/SOAP API development.
- Knowledge of platform automation and Robotic Process Automation (RPA) configurations.
