The Ruhlin Company is seeking to hire a Chief Estimator for it's Civil Division. This position is based out of Ruhlin's corporate office in in Sharon Center, Ohio.

Position Summary:  Plans, coordinates, and supervises company estimating program providing technical and administrative direction to insure corporate objectives are met; Manages the bid day process to ensure the lowest possible complete bid to win.  On successful low bids, oversees budget set-up, material purchases, negotiates subcontract agreements. Interface with the IT Department to develop job cost/historical productions for bidding.

Position Responsibilities: 

  • Track construction market within Ohio, Western PA, Northern WV
  • Monitor specific geographical areas for design-build and joint venture opportunities
  • Manages and administers department functions including operating budgets, staffing, work assignments, performance evaluations, etc.
  • Assists Division Manager/GM to determine what types of projects to bid, strategies, techniques, etc.
  • Ensures any special restriction that might affect the job is identified and documented
  • Obtains schedule input on complex/phased projects
  • Reviews all final estimate packages to insure accuracy and completeness, prior to formal quotation; maintains margin in pricing
  • Participates in presentations to clients (if required)
  • Supervises and drives work to be accomplished in department
  • Provides technical assistance in negotiating contracts, change orders, etc. as required
  • Assists in the preparation of studies, materials and methods, recommendations, and cost estimates as required by clients or management
  • Mentors and trains department personnel, and project staff
  • Participates in project hand-off meetings and civil job status meetings
  • Maintains bidding data base and tracks competitor backlog
  • Visits job sites individually and with estimating team
  • Leads mandatory pre-bid project site visits to investigate utilities, safety concerns, and as-is site conditions with the bid team to identify cost impacts
  • Emphasize value engineering, alternate traffic scheme, shorter construction schedule
  • Monitor and assure DBE and EDGE goals are met for each bid
  • Attend OCA specifications committee meetings
  • Engage in business development and marketing activities as needed such as client events and client visits
  • Emphasize value engineering, alternate traffic scheme, shorter construction schedule
  • Track historical cost values
  • Communicates and reinforces the Company vision, values and goals to department staff
  • Performs additional assignments per supervisor’s direction

Essential Skills and Experience:

  • 4 year engineering degree or combinations of technical training and/or related experience
  • Extensive (10 or more years) experience in similar construction estimating and related functions plus thorough knowledge of corporate objectives impacting estimating, estimating strategies and techniques, and construction contracts
  • Advanced math and computer skills
  • Excellent communication skills, both oral and written
  • Excellent organizational, supervisory and decision making/problem solving skills
