POSITION GOAL

 

To promote HACAP’s homeless services programs within the community and conduct intake screenings with homeless individuals, families, and veterans in the assigned area. The position is responsible for obtaining needed documentation from a referred set of homeless households that HACAP has obtained from the community’s homeless coordinated entry system. The outreach specialist will work with other community partners in identifying homeless households, referring them to eligible services, and working in the community to end homelessness.

Wage and Schedule

Monday-Friday 8:00 am- 5:00 pm; $16.86

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

  1. Conduct outreach for homeless households in places where the most vulnerable in the community may congregate, this position may cover 11 Eastern Iowa counties.
  2. Follow stated outreach policies and procedures as defined by the HACAP.
  3. Refer identified homeless households to the coordinated entry system if applicable.
  4. Explain program expectations and eligibility requirements to applicants.
  5. Work with referred homeless households in helping them obtain needed eligibility documentation.
  6. Refer homeless households and veterans to services for which they may be eligible at intake.
  7. Use a Housing First approach with homeless households and veterans to engage them in the program.
  8. Represent HACAP and the program at outside community events and in a proper manner.
  9. Submit outreach activities and applications for programs to the HACAP Homeless Compliance Manager.
  10. Attend staff and case conferencing meetings within the program and with other community partners as deemed appropriate.
  11. Other duties as assigned by management staff.

QUALIFICATIONS

TARGETED EDUCATION and/or EXPERIENCE

 

  1. Bachelor’s degree in Human Services or related field

OR     

  1. 3 years of work experience in the homeless services field
  2. Working knowledge of community resources as they relate to homelessness, and affordable housing
  1. Basic knowledge of homeless services and VA services
  2. Service in the military preferred
  3. Willingness to drive and conduct intakes in a large services area (11 Eastern Iowa Counties)

 

Skills and/or Abilities

 

  1. Ability to communicate effectively (oral and written)
  2. Have experience working with individuals with high barriers
  3. Knowledge of Housing First practices
