Clay County in Vermillion, SD is looking for a full-time Planning and Zoning, Veterans, Welfare Director.

What you will do:

• Represent Clay County at public hearings, presents documents and evidence and answers questions
• Administer Clay County and Joint Jurisdiction Zoning Ordinances.
• Create, write, update, interpret and enforce policies, procedures and ordinances pertaining to County Planning and Zoning
• Manage the County Planning and Zoning Department
• Provide information, assistance, counseling and referrals on wide range of subjects, benefits, and veteran programs.
• Work with multiple agencies and programs to provide outreach and services to veterans
• Per­form professional administrative and managerial functions in the distribution of funds and supplies from any source to persons within the County who qualify for county poor relief benefits
• Work with the Clay County States Attorney for those cases that require depositions and/or appearance in circuit court. Will provide questions for applicants at depositions.  May make testimony regarding a claim in deposition or testimony in circuit court.

What you need to be eligible:

• High school / GED or a combination of education, training and experience required. Post-secondary education in related field preferred.
• Must be a veteran as defined in South Dakota Codified Law 33-A-2-1 or 33A-2-2
• Have general knowledge of county government functions and state statutes affecting county government
• Have knowledge of available community resources and agencies, both public and private.
• Able to research necessary data; Familiar with state, county, and federal laws
• Able to read, analyze, and interpret legal descriptions, maps, and other material associated with land development activities, including technical drawings and diagrams
• Able to communicate effectively both orally and in written documents. Comfortable communicating in private and public situations.
• Able to travel overnight as needed
• Possess of a valid South Dakota driver’s license.

Bonus points for:

• Possess working knowledge of Clay County Zoning Ordinance, State Laws on Zoning, Joint Jurisdiction area and the County Comprehensive Plan.
• Have knowledge of available community resources and agencies, both public and private.
