Salary Range: $75,000 - $80,000

Responsible for the management and implementation of all Human Resources functions relating to Compensation, Performance Management, Employee Relations, Policies and Procedures, Employee Counseling, Discipline and Terminations, Labor Relations & Grievances, FMLA, Benefits, Legal Compliance, Employee Wellness, Employee Reward and Recognition and HR Analytics. Assures prompt and courteous service to all HRT employees and effective and efficient utilization of human resources throughout the HRT organization, including employee productivity, employee welfare, and employee rights and responsibilities.

Essential Job Functions:

  • Participates in developing and monitoring department goals, objectives, and systems.
  • Develops, recommends, and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures.
  • Prepares annual budget justification relating to specific functional HR areas and assists Chief Human Resources Officer with preparation of final budget; monitors budget activity.
  • Maintains and monitors compensation plans; recommends adjustments as necessary; monitors market data relative to competitive salary and wage rates purposes plan revisions.
  • Evaluates positions and determines appropriate pay within compensation plan; reviews and approves salary requests and new hire salary offers to forward to Chief Human Resources Officer for final approval.
  • Institutes and coordinates programs designed to address employee morale and management issues; plans and coordinates the employee recognition program; handles employee relations counseling, employee assistance program, and outplacement counseling.
  • Coordinates labor relations activities relative to ATU/Local 1177 Officers and all represented employees.
  • Monitors labor contract relative to wages, benefits and contract compliance; conducts research relative to the labor practices and contract agreements; monitors and provides advice on grievance hearings at the appropriate step level.
  • Works directly with department managers to assist them in carrying out their responsibilities on personnel matters. Coaches and advises managers regarding how to handle personnel matters within policy and regulations.
  • Reviews all employment terminations for compliance with HRT policy, the bargaining unit contract and federal and state laws.
  • Reviews and advises management on employee performance and policy violations. Work with management to address problems to include: set up performance improvement plans, disciplinary action, probation, evaluations and termination.
  • Responsible development and review of performance evaluations.
  • Supervises and evaluates the staff of the Human Resources department.
  • Responsible for the management, productivity and quality of service and work of direct reports; recommends salary increases and adjustments in department.
  • Plans and directs implementation and administration of company-wide benefits programs including retirement plans (Defined Benefit Plans and Deferred Compensation Plans), medical insurance, dental insurance, life insurance plans, short-term disability insurance, voluntary insurance, and flexible spending accounts.
  • Responsible for administration and compliance with the Family and Medical Leave Act and COBRA
  • Acts as a functional lead and subject matter expert (SME) for Human Resources Management System - PeopleSoft, including maintenance and set-up of certain modules such as administer workforce and benefits. Responsible for security and access approval for PeopleSoft HCM.
  • Responsible for compliance with Federal and State legislation pertaining to all personnel matters including FLSA, FMLA, COBRA, EEO, and Labor-Management.
  • Administers various human resources plans and procedures for all company personnel; makes recommendations for and participates in development and implementation of personnel policies and procedures.
  • Prepares and/or coordinate with other departments any documentation required in support of the FTA triennial reviews, independent audits, state audits, EEO Program audit, etc.
  • Represents and serves on committees for the Human Resources Department as assigned.
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policy and Procedures.
  • Responsible for maintaining a general awareness of HRT’s EMS
  • Responsible for handling all related job responsibilities in accordance to HRT’s Environmental Policy, relevant EMS Standard Operating Procedures, and Emergency Management Plan
  • Responsible for ensuring employees in their respective functional areas have adequate training and tools necessary to meet the requirements of the EMS procedures and SOPs
  • Responsible for observing and evaluating required EMS competencies among employees in their respective functional areas
  • Performs other duties as assigned.

Required Knowledge, Abilities and Skills essential to Job Functions: 

This position requires a person, who is capable of relating to individuals at all levels. As unique situations present themselves, the individual must be sensitive to corporate needs, employee customer service, and the public image. The individual must a have an understanding of the Company’s organizational structure as well as an extensive knowledge of the Company’s personnel policies, procedures and bargaining unit agreement. They must be able to evaluate the needs of an organization and develop, implement policies, procedures in accordance with Federal and State laws. The individual must be an excellent communicator and leader with strong interpersonal and team-building skills. They should also be able to set and carry out goals, work well during times of transition and be able to help others adjust to change. Individual must be able to maintain effective relationships with all employees and outside agencies. The position requires an extensive knowledge and ability to interpret personnel policies, procedures, bargaining unit agreements and federal and state laws regarding employment practices and labor relations.  The individual will be required to handle confidential information.

Required Software Knowledge and Skills essential to Job Functions:

Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem-solving skills associated with software applications used is expected.   Software usage relevant to job duties will be evaluated.

Training and/or Education:

Position requires any combination of education and/or experience equivalent to a Bachelor’s degree from a four-year accredited college or university in Human Resources, Public Administration, Business Administration or a related field. Individual must successfully demonstrate knowledge and skills in interpretation of federal, state and local regulations. Excellent oral and written communication skills are essential.

Required Experience:

Seven to ten years of progressively more responsible, senior level experience in Human Resources. Minimum five years of supervisory experience.

Licenses or Certificates:  

Virginia Driver’s License
