LPEA is seeking a highly motivated, detail-oriented, analytical, innovative and customer-focused individual to join our dynamic People and Culture  team. The Benefits Administrator will be responsible for developing and implementing best in class solutions for benefits delivery, managing assigned vendor relationships, performance and implementation, owning and driving process improvement in various areas, developing benefit communications, assisting with open enrollment and other project based work as needed.

Job Summary

Assists with the day-to-day operation of the People and Culture Department, including administration and communication of employee benefit and compensation programs, regulatory compliance, record keeping, data base management, policy administration and employee communication and assistance. This position requires complete, reliable, accurate and efficient backup in the performance of required duties for processing payroll for the Association. 

Requirements

A BS/BA degree from an accredited college/university; in human resources or related field preferred, or equivalent combination of education and experience.  SHRM Senior Certified Professional (SHRM-SCP), SHRM Certified Professional (SHRM-CP), PHR (Professional in Human Resources) or SPHR (Senior Professional in Human Resources) preferred or equivalent experience.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Administer health and welfare plans, including enrollments and terminations. Process required documents through payroll and insurance providers to ensure accurate record keeping and proper deductions.

Ensure employee understanding of benefits programs by regularly generating communication, education, and counseling employees/dependents as situations arise. Resolve employee complaints related to health and welfare plans, refer difficult or very complex complaints to manager as needed.

Conduct new-employee orientations to ensure employees gain an understanding of benefits plans and enrollment provisions.

Manage Retiree Health Insurance and communications.

Coordinate and participate on Health Insurance Committee.

Works closely with benefits companies/providers, third party administrator, and benefits broker on all facets of employee benefit programs.

Tracks and distributes all required benefit annual notices, summary plan descriptions, and summary of material modifications. 

Implement annual open enrollment period during 4th quarter of each year. Process changes within deadlines. Update payroll.

Manage payroll information transfer to 401K, assist employees with 401K loans and changes and other needs, as well as 401(k) reporting and year end processes.

Collect, compile, and analyze HR data, metrics, and statistics related to employee benefits and leave, applying this data to make recommendations related to employee benefits and leave entitlements.

Complete and analyze benefit surveys. Participate in NRECA and CREA listserv requests.

Researches or coordinates with HR team to research alternatives for health, wellness, and retirement plans and benefit providers.

Facilitates implementation of new leave programs, benefits plans, and other related initiatives.

Ensures compliance with data privacy regulations and best practices.

Assists with administration of Workers Compensation, FMLA, LTD, etc. and files appropriate OSHA reports.

Process monthly billings from insurance providers. Review billings for accuracy and resolve discrepancies with carriers, payroll and the company.

Provides backup for payroll and other services provided by People and Culture Department.

Assist People and Culture team with staffing, recruiting, and departmental budgets and other HR responsibilities.

Duties may change, as necessary, in order for the Association to be in compliance with Federal and State regulations and cooperative needs.
