Position Summary:
Manages the electrical and gas facilities Geographic Information System (GIS) and peripheral mapping systems. Develops and maintains an integrated relationship with the billing applications, engineering analysis’ programs and outage information system databases. Supports engineering and operations staff and assists in system enhancements and distribution design.
Job Responsibilities:
- Performs functions and activities necessary to maintain the cooperatives’ Geographic Information System (GIS) by timely and accurate updates of all information pertaining to the electric and gas distribution system by utilizing National Information Solutions Cooperative (NISC) software, AutoCAD, and ArcGIS.
- Provides accurate and consistent customer and equipment display through a dynamic link between the Geographic Information System (GIS), Customer Information System (CIS), Windmill and Outage Management System (OMS).
- Develops database queries and prepares specialized reports to provide technical support of various engineering studies and operation analysis.
- Responsible for the system operating at an optimal level by managing the mapping databases and related equipment and troubleshooting issues through a working relationship with the application software vendor.
- Provides support during major outages by assisting in whatever manner necessary as prescribed in the Emergency Outage Plan.
- Serves other customers by providing technical service requested, answering questions, and by offering assistance.
- Provides support for the Distribution Design Coordinator (Utility Staking Technician) by assisting with field engineering the expansion, modification and improvements to the electrical distribution system using RUS and NESC design standards.
- Conducts field inspections as necessary to ensure accurate GIS to CIS and OMS data and functionality.
- Supports engineering and management staff providing technical assistance by conducting and researching special projects.
- Ensures departmental efficiency by maintaining an accurate system of engineering data, maps, and records.
- Assists with the accomplishment of departmental goals by making recommendations to the short- and long-range construction work plans and annual budget including capital needs.
- Assists in achieving a greater degree of teamwork by performing all other duties as assigned.
- Actively participates in community and civic activities using every opportunity to promote support for the cooperative’s objectives, plan, and programs.
- Exercises professional and courteous conduct in all dealings with the member, consumers, and employees.
- Maintains a safe and clean working environment by adhering to policies, procedures, and government regulations.
Education & Knowledge:
- Vocational/Technical school degree or two years of college level courses in Geographic Information Systems or a related field is required.
- Three years of utility work experience in electric distribution line construction/design may be substituted for degree requirements.
- Previous utility experience is desired.
- Working knowledge of the Microsoft Office 365 Suite is required.
- Working knowledge of computer aided mapping (ArcGIS), AutoCAD, ArcGIS Server, ArcSDE, SQL and Access database management is preferred.
- Familiarity with Oracle, Visual Basic, ArcGIS Online, or other Web Map Development experience is helpful.

- Must acquire an understanding of the Cooperative’s computer systems, specifically staking, mapping and customer information systems.

- Must be able to research and apply information from technical publications in the completion of duties.
- Must be able to interpret instruction manuals and possess knowledge of NESC and RUS construction standards in addition to Union Rural Electric Cooperative's Terms & Conditions for Supplying Electric Service.
- Must have a thorough knowledge and understanding of the staking sheet module.
- Must be able to complete a variety of reports and maintain accurate records.
- Must be skilled in the use of a personal computer, plotter, printer and copy machine for the completion of duties.
- Must be able to organize and plan work projects.
- Must be able to prioritize multiple tasks.
- Must have a general understanding of electrical fundamentals.
- Must be self-motivated, be able to adjust quickly to schedule changes and capable of working with minimal supervision.
- Must have good basic math skills.
- Must be well organized and must have the ability to follow specific instructions and to meet deadlines.
- Must be able to manage special projects as assigned.
- Must be able to operate standard office equipment.
- Must possess and maintain a valid Ohio driver’s license.
Working Conditions:
Office environment with normal workday hours as determined by management. Occasional work outside of normal work hours may be required. Some travel by day and overnight for training may be required. Most activities are typically performed seated at a desk. Some of the work required is performed outside in the field. During field work, walking over rough terrain and lifting of objects up to 25 pounds may occasionally be required.
