Job Summary:

The Dispatcher I, II, or III monitors the overall status of Trico’s electrical system via the Outage Management System (OMS), the Supervisory Control and Data Acquisition (SCADA) network, the Automated Metering Infrastructure (AMI),  and Customer Information System (CIS). This position monitors and responds to all outages, creates, and coordinates general system switching, logs pertinent system events and generates system reports. This position provides overall support services for the dispatch team. This position requires shift work.

Essential Functions:

Dispatcher I

  1. Monitors and tracks current system load and implements load control and/or load management programs; creates the necessary paperwork to dispatch crews to patrol areas as needed.
  2. Tracks and monitors outages by logging member information into the CIS/OMS systems; initiates emergency procedures to restore electrical services and contacts crews to communicate relevant outage information.
  3. Answers incoming phone calls, transfers members to the correct department and assists members during an outage or those experiencing power quality concerns.
  4. Assists or generates system reports to create electrical data for analysis and performs general administrative tasks for management.
  5. Communicates directly with field personnel through phone or two-way radio to issue Clearances, perform switching, Hot Line Orders (HLO); and assists with activities associated with connects/disconnects, non-payments, collections and other service order work as needed. Also monitoring and maintaining substation yard access of qualified personnel.
  6. Monitors and maintains building and facility security; monitors cameras, contacts authorities and management; controls access to the headquarters yard via the gate control and phone.
  7. Under direct supervision, learns to operate devices and monitor all alarms via the SCADA program.
  8. As directed enters planned outages for repairs and service order work by Operations and notifies members.
  9. Completes developmental step to obtain Dispatcher II.
  10. Performs other duties as required and/or assigned.

Dispatcher II

Must perform the above duties and the following:

  1. Writes and executes switching programs with the crews in the field to divert power for repairs and line maintenance.
  2. With Supervisor approval, operates devices via SCADA program.
  3. Responsible for proficient monitoring of all SCADA devices and substations.
  4. Assists in the coordination of planned outages for repairs and service order work by Operations and notifies members.
  5. Assists in the preparation of monthly reports and graphs.
  6. Assists with power flow and other analysis using Operation Analytics, Milsoft and/or other similar software to support outage restoration and for development of switching procedures. Develops an understanding of the current Trico system and delivery transmission.
  7. Complete developmental step to obtain Dispatcher III.

Dispatcher III

Must perform the above duties and the following:

  1. Independently operates devices via SCADA program.
  2. Review, monitor and operate the SCADA and Communications System to ensure that information displays correspond to established parameters. Responsible for proficient control and monitoring of all SCADA devices on Trico’s system and in substations under Trico’s control.
  3. Coordinates with Operations and notifies members on planned outages for repairs and service order work.
  4. Prepares monthly reports and graphs using data from Arizona Electric Power Cooperative and OMS.
  5. Prepares power flow and other analysis using Operation Analytics, Milsoft and/or other similar software to support outage restoration and for development of switching procedures. Maintains an understanding of the current Trico system and delivery transmission.

Minimum Qualifications:

Dispatcher I

  1. High School Diploma or equivalent.
  2. Proficiency with computer software related to windows operating system and Microsoft Office programs.
  3. Ability to work rotating shifts, irregular and overtime hours as assigned.

Dispatcher II

Candidates must meet the minimum qualification for the level I position in addition to the below:

  1. One or more years of experience with electrical utility dispatch.
  2. Knowledge of SCADA systems.
  3. General understanding of electric power generation, transmission, and distribution in relation to electrical utility systems.
  4. Proven expertise, knowledge, skills, and experience in all aspects of the DISPATCHER I position.

Dispatcher III

  1. Two to three years of experience with electrical utility dispatch.
  2. Advanced understanding of electrical power generation, transmission, and distribution in relation to electrical utility systems.
  3. Additional competencies include Decision Making & Judgement and Functional Excellence
  4. Proven expertise, knowledge, skills, and experience in all aspects of the DISPATCHER II position.

Preferred Qualifications:

  1. An Associate’s or Technical Degree in applicable field.
  2. Familiarity with electrical utility switching devices and procedures.

This position routinely uses standard office equipment such as computers, phones, and copiers/scanners.
