Three Rivers Community Action is a non-profit agency providing economic opportunities that strengthen individuals, families, and communities in southeastern Minnesota. The organization provides a wide array of Housing, Community Development, Early Childhood, Older Adult, Energy, and Transportation programs and services. 

The Associate Director is a new position that will oversee programmatic outcomes and directly supervise a team of skilled, knowledgeable program leaders. The position will also lead agency-wide planning and research initiatives, including the strategic plan and community needs assessment. The Associate Director serves as a member of the agency’s leadership team, responsible for planning, development and implementation of agency goals, policies, and procedures. The position reports to the Executive Director and is full time with benefits.

With offices in Zumbrota (main), Rochester, Faribault, Wabasha, Plainview, and Northfield, there is flexibility in the primary office location. Travel among offices will occasionally be required. During the COVID-19 pandemic, the position will be able to work from home with occasional time in the office as needed.

Qualifications:

  • Nonprofit professional with at least 5 years of management experience.
  • Bachelor’s degree required; advanced degree preferred.
  • Exceptional written, oral, and presentation skills, with the ability to interface with internal and external stakeholders (customers, staff, community partners, elected officials, funding entities, etc.).
  • Strong writer/editor with demonstrated ability to prepare funding applications and complete reporting requirements after funding is secured.
  • Experience in strategic planning and/or program development.
  • Committed to diversity, equity, and inclusion, with a demonstrated ability to work with people from diverse cultural and economic backgrounds.
  • Extensive organizational skills and an ability to handle multiple tasks with a high level of detail.
  • Self-motivated, confident individual with ability to work both independently and as part of a team.
  • Ability to solve problems, identify new solutions, and adapt to changing priorities.
  • Computer savvy. Experience in Microsoft Office required. Database system experience preferred.
  • Valid driver’s license, and ability to travel within the region (southeastern Minnesota).

Task List:

Management and Operations (70%)

  • Provide supervision and leadership to Program Directors, Managers & Coordinators to set department goals and ensure that outcomes are met.
    • Directly supervise Program Directors: Early Childhood, Transportation
    • Directly supervise Program Managers/Coordinators: Energy Programs, Older Adult Services, Family Advocacy Services
  • Assist in developing and monitoring program budgets in collaboration with Directors, Managers, Coordinators, Senior Accountant, Chief Financial Officer, & Executive Director.
  • Oversee programmatic and integrated agency-wide reporting.
    • Develop/enhance/streamline program tracking systems and facilitate completion of program reporting.
    • Oversee annual agency-wide Community Services Block Grant report.
  • Work with agency leaders to enhance program evaluation methods and systems for maintaining program evaluation.
  • Oversee systems for selecting, monitoring, and evaluating sub-grantee organizations.
  • Coordinate agency-wide operating policies, such as disaster recovery, data breach, or other policies not already assigned to other agency leaders.

Planning & Research (20%)

  • Lead agency’s planning and research initiatives, including strategic plan, community needs assessment, program-specific needs assessments, and other items as assigned.
  • Serve on the agency’s management team, actively participating in the planning, development and implementation of agency level goals, policies, and procedures.
  • Oversee the process and implementation of the agency-wide Strategic Plan.
  • Oversee agency-wide Customer Satisfaction Survey, and work with agency leadership on strategies for making improvements based on survey results.
  • Research new program opportunities using internal planning tools and explore/solicit funding opportunities for potential new initiatives.

Special Projects (10%)

  • Represent the agency to effectively collaborate with community partners in identifying and addressing local needs of people and communities experiencing poverty.
  • Assist in creating consistent, quality communications regarding the agency’s programs.
  • Other duties as assigned.
