Position Summary

This position is responsible for LPEA’s long-term power supply planning, data gathering, performing general economic analysis of power supply arrangements, and administration of power and transmission contracts. 

The Power Supply Analyst will also work with utilities, LPEA management, Tri-State staff, and other regional and local agencies in an effort to build and maintain coalitions and common positions on long and short-term power supply issues.

Essential Duties and Responsibilities

  • Optimizes LPEA’s power supply portfolio to provide the lowest possible cost of power while meeting LPEA’s objectives for decarbonization and local economic development.
  • Analyzes and works with the VP of Grid Solutions on complex economic, financial, and contractual matters for existing and future power supply contracts.
  • Performs planning for adequate and low-cost transmission capacity.
  • Works with utilities, LPEA management, Tri-State staff, and other regional and local agencies in an effort to build and maintain coalitions and common positions on long and power supply, transmission and market issues.
  • Manages the development and distribution of project Request for Proposals.
  • Serves as primary point of contact for assigned projects.
  • Administers power supply and transmission contracts.
  • Evaluates and assists the VP of Grid Solutions in negotiating for new power supply resources and performs economic and other technical and policy analysis.
  • Provides analysis and recommendations of power supply, transmission and market issues to the Leadership Team, and outside entities as needed.
  • Prepares LPEA power supply budget and plan.
  • Researches various issues related to the utility industry and new energy technologies.
  • Tracks compliance related to generation supply.
  • Secures transmission delivery for all outside resources.
  • Evaluates the direct ownership of generation facilities
  • Maintains knowledge on local and regional power supply issues.
  • Follows and studies EIM, RTO, and EDAM developments.
  • Positions LPEA to capitalize on EIM, RTO and EDAM opportunities.
  • Provides recommendations on developing legislative and FERC matters.
  • Assists with negotiations in LPEA rate cases and other forums regarding LPEA’s primary power supplier.
  • Performs rate analysis and innovative rate design that aligns with power supply cost structures with support from the Finance department and the VP of Grid Solutions.
  • Reviews all power supply invoices for accuracy.
  • Reconciles forecasted and actual loading and explain discrepancies.

Qualifications

  • Bachelor's Degree in economics, business, engineering, science, or related discipline and a minimum of 5 years of experience or appropriate combination of training, education and experience.
