Job Summary

The Director of Human Resources provides guidance to Harbor Linx and affiliate companies including McGuire and Hester, Casey-Fogli Concrete Construction, Inc., and CF&T Concrete Pumping.  Develops and executes Human Resource plans and strategies in support of the overall business plans of each affiliate company.  Is responsible for the administration of human resource programs including but not limited to compensation, benefits, leaves, recruiting, disciplinary matters, dispute resolution, labor law compliance, performance, training and development. Acts in a consulting capacity with management on related issues.

Typical Duties

  • Collaborates with senior leadership to understand and help define the organizations long-term mission and goals; identifies ways to support the mission through talent management.
  • Plans, develops, coordinates and leads policies, processes, training initiatives to support the organization’s human resource compliance strategy needs.
  • Collaborates with senior leadership to develop a comprehensive strategic recruiting plan that meets forecasting, time and cost objectives; coordinates and leads recruiting initiatives.
  • Ensures compliance with employment, benefits, insurance, safety and other laws, regulations and requirements.
  • Collaborates with senior leadership to develop and coordinate performance management processes.
  • Assists executive management in the development, implementation and maintenance of companywide total compensation program that is competitive and cost effective; conducts annual salary and benefits surveys.
  • Conducts research and analysis of organizational trends including review of reports and metrics from the organizations HRIS and Talent Management systems.
  • Monitors and ensures the organizations compliance with federal, state and local employment laws and regulations and recommended best practices; reviews and modifies policies and practices.
  • Develop and teach HR related courses as needed.
  • Manages companywide drug and alcohol testing programs; ensuring compliance with state, federal and other agency guidelines.
  • Responsible for the proper entry, storage and security of employee personnel data stay current with all regulations and best practices.
  • Investigates problems such as working conditions, disciplinary actions and employee appeals and grievances. Provides guidance and recommendations for problem resolution; bringing serious matters to the attention to legal counsel and senior management.
  • Maintains a working knowledge of master labor agreements and build and maintains positive relationships with union officials through involvement with union apprenticeship programs and union/employer industry initiatives.
  • Administrates paid and unpaid leaves of absence ensure adherence to applicable laws; advises employees of their leave benefits both statutory and non-statutory.
  • Approves termination and layoffs actions; conducting exit interviews with employees as appropriate.
  • Maintains knowledge of trends, best practices, regulatory changes, new technologies in human resources, talent management and employment law; applies this knowledge to communicate changes in policy practice and resources to upper management.
  • Provides guidance and leadership to the human resource management team
  • Facilitates the professional development, training and certification activities of HR staff.
  • Maintains HR budgets

 

Qualifications

Education and Experience: Undergraduate degree in Human Resources or Business Administration or the equivalent in experience; plus 10 or more years progressively responsible HRM experience.  Previous experience managing HR and labor relations in a union construction environment is desirable.

Language Skills: must be able to read and write in English at a professional level; speak clearly and persuasively in positive and negative situations; this position requires public speaking. Ability to speak and write in Spanish a plus

Mathematical Skills: basic business math; the ability to develop and manage budgets

Reasoning Ability: apply common sense understanding to carry out multiple step instructions.  Deal with non standard situations with frequent variables; identifies and resolve problems

Computer Skills: must type at least 50 wpm; be fluent in Microsoft Office Suite, Google Docs and be able to learn and utilize new computer programs and technologies; experience using Vista and BirdDog HR a plus.

People Skills:  must be able to interface in a positive way with employees, the public and agencies; must be able to maintain confidential information and remain open to others ideas; mediation skills helpful

Certificates, Licenses, Registration:  SHRM-SCP or SPHR certification
