Strategic Insight, Ltd is seeking a part-time Senior Computer Systems Engineer at Naval Surface Warfare Center Dahlgren Division (NSWCDD), Dahlgren, King George, VA.

Originally established in 1918 as a naval proving ground for testing gun weapon systems, NSWC Dahlgren Division has evolved to focus on advances in technology in Warfare Systems Development and Integration. The NSWC Dahlgren Division is a leading research, development, testing, and engineering (RDT&E) organization within the Department of the Navy.

 Responsibilities include but are not limited to:

  • Conducting analysis and modeling utilizing CVAST system.
  • Analysis and comparison of CVAST results with ground truth results from program of record cyber analysis to help determine the fidelity and usability of CVAST analysis results.
  • SME support to develop CVAST modeling requirement led by NAVSEA03.
  • Deliverables include assessment of CVAST analysis capability and recommendations for use on combat system as well as modeling requirement recommendations to the CVAST requirements lead NAVSEA03. 

 Education and Experience:

  • Bachelor’s of Science (BS) degree from an accredited college or university in an engineering, scientific, or technical discipline, and at least 10 years of professional systems engineering experience with a Department of Defense (DoD) major strategic, platform, weapon, combat, Command and Control (C2), and/or fire control systems program
    • Or in lieu of the degree requirement, at least 20 years of professional systems engineering experience with a DoD major strategic, platform, weapon, combat, Command and Control (C2), and/or fire control systems program
  • At least 10 years of full-time professional experience working as a Computer Systems Analyst planning ways to use computers to solve scientific and engineering problems, which includes 4 of those years as full-time experience at the system level in any of the following areas: requirements definition, system design parameters, concepts operation, risk assessment, productivity studies/analyses, performance analyses, test and evaluation, and post-delivery support.
  • At least 5 years concurrent experience as a team leader performing system engineering and mission engineering efforts that include developing requirements and top level designs and/or system architectures for software intensive systems. This includes experience related to the identification, analysis and resolution of complex systems engineering issues involving platform, weapon, combat, C2, and fire control systems for Navy/Joint warfighting capabilities.
  • Understanding of cybersecurity/Information Assurance (IA) fundamentals.
  • Due to the nature of the work, must be a U.S. citizen.
  • Must have an active Top Secret security clearance or the ability to obtain a Top Secret security clearance.

Preferred Qualifications:

  • Aegis Combat System / Ship Self-Defense System experience.
  • National Vulnerability Database, Common Vulnerabilities and Exposures (CVE), and similar database familiarity.
  • Cyber Vulnerability Assessment Tool (CVAST) knowledge and expertise.

Mandatory Requirement:  Applicants selected for this position will be subject to a Government Security Investigation and must meet eligibility for a government security clearance at the TOP SECRET level (Interim TOP SECRET acceptable to start)
