MWH Constructors is a global leader in heavy civil construction of water and wastewater facilities. We are currently seeking a Contracts Administrator to support a large a 7+year/$1.5b JV wastewater infrastructure project in San Francisco, CA. This position will report to the Contracts Manager with the option for a hybrid schedule allowing for the work location to be both project-based and remote. 

This project is very unique in that it involves a new, cutting edge technology in the US wastewater market called Thermal Hydrolysis. This process has the following sustainability benefits:

• About half the digestive volume is needed compared to conventional anaerobic digestion, therefore a smaller treatment plant footprint.
• The process converts biosolids from Class B into Class A which can then be used for land fertilization.
• The biogas byproduct can be used as a renewable energy source to provide power to the plant.

When completed, this will be one of only a handful of Thermal Hydrolysis wastewater treatment plants in operation in the entire U.S.

Essential Functions

Responsible for the coordination, administration, and direction of all contract administration activities, including subcontract formation, change order processing, and ensuring contractual compliance. Supports the compilation of request for proposal documents, correspondence control, subcontract document file maintenance, and preparation of reports. Provides support services including prequalification of bidders, coordination of assigned subcontract packages, and tracking of subcontract activity and progress information.

Contracts

  • Understand the contractual requirements of project documents for both prime contract and subcontract administration. 
  • Help manage subcontract execution process, including internal coordination and governance, processing in project contract management system, and subcontractor communications.
  • QC/review project documents and procedures for alignment with prime contract and city code requirements.
  • Coordinate and participate in subcontract negotiations.
  • Support the project team regarding the administration, reporting and disposition of contracts.
  • Coordinate legal review and governance in accordance with project and JV partner business requirements.
  • Assist with writing/processing correspondence regarding the administration and disposition of contracts to applicable program participants.
  • Provide training and guidance to the wider project team on good contracts management practices.
  • Any other requirements as directed by the project Contracts Manager.

Procurement

  • Assist with project buyout from development of scope and proposal packages through subcontract execution.
  • QC RFP and Subcontract Exhibits.
  • Coordinate form of agreement selection with legal and project teams.
  • QC handover of contract documents package from Procurement team to Contracts.
  • Create and distribute status reports to project team.
  • Maintain Subcontract exhibits log.

Basic Qualifications

  • Four-year degree in legal studies, business administration, engineering, construction management, or related field or equivalent combination of experience, skills, and training.
  • 2-4 years of contract management and procurement support experience on construction projects.
  • Familiar with contract law and local rules and regulations and provide or coordinate subject matter expertise as required.
  • Familiar with contract administration including: subcontracting and supplier agreements, insurance and bond requirements, term resolution negotiations with subcontractors and suppliers, as well as supplying prime contracting support.
  • Experience with interpretation of construction contracts.
  • Familiarity with project reporting and creation of monthly construction reports.
  • Ability to use and interpret contract documents, drawings, schedule, and quality control plans.
  • Strong written and verbal communications skills.
  • Understanding of document management systems, cost accounting systems, construction cost estimates, and project schedules.
  • Ability to work independently with minimum supervision.
