JOB TITLE:                   HOUSING ANALYST I
SARLARY RANGE:      $40,989 - $61,483

LOCATION:                   SECTION 8

 

Summary:      Under general supervision of the Housing Analyst II, the Housing Analyst I will have the responsibility to conduct comprehensive review and analysis of various reports relating to work processes, procedures, and policies to ensure compliance and minimize risk of non-compliance. Additionally, Analyst will identify and report trends over a timeline.

  •  Create and/or review a variety of reports, files and/or documents to ensure Agency compliance with applicable policies and procedures and external regulations.
  • Work closely with Housing Analyst II and management to research identified areas of concern, conduct occasional internal investigations, file reviews, collect supporting documentation and information for audits.
  • Identify findings and facilitate analysis and recommendations to develop and/or implement risk management strategies to guide the Agency and the Department to continuous compliance with housing regulations, policies, procedures, timeframes and operational efficiency and effectiveness.
  • Recommend process improvements and improvements in operational efficiencies, regularly monitor, and analyze program data, reports, and provide recommendations to management.
  • Support Housing Analyst II in the research, compilation, analysis, and organization of information / data from various sources including the housing database on a variety of work-related processes, develop reports, executive summary, and recommendations to ensure program integrity and operational efficiency.
  • Interviews staff to determine actual operating procedures and methods, as needed.
  • Reviews and updates methods, systems and operating procedures, taking into account HUD regulations and Agency’s policies and software.
  • Review department processes and procedures as well as methods to measure and improve performance.
  • Meets regularly with Housing Analyst II, program leadership, and staff to identify and report trends over a timeline, offer support and guidance; and directs the implementation of solutions.
  • Conducts reviews for quality control purposes; monitors staff caseloads; monitors internal reporting and data integrity; and monitors the satisfaction of customers in quality and responsiveness of services.
  • Monitors and evaluates existing action plans to address ongoing audit requirements to include Rental Integrity Monitoring (RIM) and Section Eight Measurement Assessment Program (SEMAP), Public Housing Assessment System (PHAS) and or other Agency performance assessment system (as applicable) as well as managing and evaluating the Public and Indian Housing-Public Information Center (PIH-PIC) data in comparison to the local software data.
  • Contributes to the development of Departmental Goals, evaluates progress in attaining Department goals, objectives, policies, and procedures.
  • Supports the relationship between the Agency and its clients by demonstrating courteous and cooperative behavior when interacting with clients, visitors, and DHA staff.
  • Enthusiastically promotes the President/CEO’s goals.
  • Performs other duties as assigned or required.

 Knowledge and Skills:

  • Considerable skill and expert proficiency in Microsoft Excel software and report writing
  • Knowledge of CRM and data visualization programs
  • Knowledge of Agency organization, operations, policies, and procedures.
  • Knowledge of applicable statutes, rules, ordinances, codes, and regulations.
  • Knowledge of public housing admission and occupancy issues and requirements.
  • Knowledge of techniques and practices for efficient and cost-effective management of allocated resources.
  • Knowledge of personnel rules and budgeting systems.
  • Knowledge of the principles of record keeping and records management.
  • Knowledge of business and personal computers, and spreadsheet software applications.
  • Skill in understanding, interpreting, and applying relevant standards and procedures, and applicable Federal rules and regulations.
  • Skill in assessing and prioritizing multiple tasks, projects and demands.
  • Skill in working under pressure of deadlines and establishing and maintaining cooperative working relationships with other DHA staff.
  • Skill in effective communication, both verbal and written.
  • Skill in interacting with people of different social, economic, and ethnic backgrounds.

 

Physical Demands:

Must be able to lift/carry up to 10 pounds.

 

MINIMUM QUALIFICATIONS:

Bachelor’s degree in Business or Public Administration or a related field; AND four (4) years of related social or program management experience, OR an equivalent combination of education and experience.

Housing Specialist certification required within six (6) months. Ongoing updated certifications will be required.

 

Valid Texas State Driver’s License required.
