Grant Technician II

Summary:

This position is responsible for providing administrative and analytical support for grant and other external funds awarded to the Alaska SeaLife Center and in a fiscal agent capacity for other entities.

Education/Training Requirements:

Minimum of two years’ experience in a similar position or Associate’s degree in a related field. Excellent typing and basic computer navigation necessary.  Preference to someone with basic Microsoft office skills with Excel and Outlook. Experience with Adobe Acrobat is a plus.

Essential Duties:

  1. Organizes and maintains centralized electronic files for grant, contract and sub-award documents to include: award documents, contacts, phone numbers, key dates, special conditions, reporting requirements, invoicing and all related correspondence. 
  1. Prepares subaward and contractual award documents and financial reporting forms. Follows document process from initiation to execution. 
  1. Manages shared email inbox and helps to direct communications to appropriate parties, resolve questions, and process documents received electronically. 
  1. Assists grant PIs, program managers, and project managers in tracking budgets and spending. Specifically, prepares requests for G/L reclassifications, maintains up-to-date project budgets in Microsoft Dynamics, and updates Excel files tracking expenses on a monthly basis. Reviews submitted grant expenses prior to processing. Assists with financial reports to funders.  When required, drafts, submits and monitors payment of invoices to funders. 
  1. Reviews contractual documents for vendor and subaward agreements to ensure invoicing is compliant with award. 
  1. Continually monitors grant, contract and subaward activity to ensure compliance with funder policies and requirements. Reviews and approves subawardee invoices, combines and converts documents in Adobe, tracks invoices in Access and contacts subawardees when invoices are incomplete or late. 
  1. Uses interpersonal skills to coordinate projects requiring interactions with many internal parties. Uses financial analysis, critical thinking and problem-solving skills to analyze data and develop meaningful solutions to specific problems.  Uses organizational skills to manage competing priorities.  Uses independent judgment to make logical decisions. 
  1. Plays an active role assisting in the annual independent audit process and budgeting process for externally funded activities. 
  1. Assists in the development of policy changes as they pertain to grant accounting, sub-award compliance and overall grant management. 
  1. Fosters good relations with visitors, volunteers, community leaders, contractors, and fellow staff members by promoting positive attitudes, good will, cooperation, and providing high standards of service. 
  1. Complies with all Alaska SeaLife Center policies, procedures, and programs. 
  1. Performs other related duties as assigned. 

Other Skills and Abilities:

Must possess advanced skills in time management, attention to detail, organization, customer service, computers, and oral and written communication.  Must have strong knowledge pertaining to Microsoft Office products.  Must have the ability to present information to non-financial groups, work with diverse individuals, work independently, maintain confidentiality and interact effectively with staff, senior management, funders, and subawardees. Prefer experience, coursework, or other training with applicable U.S. Federal government circulars (OMB Circulars A-110, A-122, A-133, and 2 CFR Part 200), state and local regulations, and meaning of standard contract clauses.  Consistently produces high-quality work, and prioritizes accuracy.  Must have accounting, budgeting and financial analysis skills.

Grants  & Contracts Coordinator

Summary:

This position is responsible for the maintenance of the daily operations of grants, contracts and other external funds received by the Alaska SeaLife Center (ASLC), including all related activities with regard to ASLC’s fiscal agent role with the North Pacific Research Board (NPRB) and the Alaska Ocean Observing System (AOOS).  This position also performs finance and accounting duties for ASLC/NPRB/AOOS in support of the Senior Grants and Contracts Manager.  This position is physically located in Seward, Alaska.

 Education/Training Requirements:

Associates degree in finance, accounting or related field and four years’ experience in a similar position or the equivalent.  Experience in accounting, budgeting, financial analysis, Microsoft Excel and computerized accounting systems is desired.  Experience in grant management, non-profit accounting and federal grant management is preferred.  Microsoft Dynamics SL (SOLOMON) experience, Microsoft Access experience are a plus.

Essential Duties:

  1. Oversees all post-award ASLC/NPRB/AOOS administration activities for grants, contracts and other external funding to include subcontract administration and close-out phases. Oversees grant award agreements and all aspects of grant compliance.  Negotiates grant award agreements and engages with federal funders.  
  1. Serves as the focal point for fiscal agent clients for grants, contracts, and other external funding. 
  1. Continually monitors grant, contract and subaward activity to ensure compliance with funder policies and requirements. Educates staff and acts as a resource on grant compliance matters.  Submits programmatic and technical reports, no cost time extension requests, and invoices to funders.  Reviews project budgets, tracks financial progress, and provides updates to project managers on both regular and ad-hoc bases.  Monitors a grant and contract tracking system and follows up on outstanding receivables.  Oversees review, approval, tracking and follow-up of subawardee and subcontract invoices as well as other externally funded vendor invoices.  Reviews and approves invoices submitted by fiscal agent clients.  Works with program staff to ensure award conditions are met and documented.  Oversees the maintenance of central grant files, contract and subaward documents. 
  1. Supervises grants and contracts staff who manage the daily financial activity of grants, contracts and other external funding. 
  1. Maintains all grant reporting deadlines; provide the focal point for all such required reporting. 
  1. Uses interpersonal skills to coordinate projects requiring interactions with many internal parties.   1. Supports development of and reviews budgets for ASLC grant proposals. Oversees development of annual operational budgets for ASLC activities funded by grants, contracts and other external funds.  Leads all pre-award proposal creation, administration and budgeting for fiscal agent clients. 
  1. Leads the development of policy changes as they pertain to grant accounting, sub-award compliance and overall grant management. Documents all grant related policies and processes routinely.  Integrates newly released compliance requirements from 2 CFR 200 into all agreements, policies and procedures pertaining to federal grants. 
  1. Maintains official ASLC records in accordance with the current Records Retention Policy and Schedule. 
  1. Fosters good relations with visitors, volunteers, community leaders, contractors, fiscal agent clients, and fellow staff members by promoting positive attitudes, good will, cooperation, and providing high standards of service. 
  1. Complies with all Alaska SeaLife Center policies, procedures, and programs.
