Essential Duties & Responsibilities:

  • Conducts recruiting activities for positions including but not limited to preparation of advertisements; screens applications; selects and/or designs and administers employment or promotion tests and selection procedures; prepares/conducts interviews; conducts reference and background checks; performs additional follow-up in accordance with necessary on-boarding.
  • Accomplishes HR objectives by orienting, training, coaching, counseling, communicating job expectations; planning, monitoring, adhering to policies and procedures. 
  • Administers employee compensation programs and oversee employee performance appraisal system.
  • Conduct surveys and job analyses to develop job descriptions and recommend appropriate pay ranges.
  • Ensure compliance with all applicable State and Federal human resource laws and regulations involving employment and safety in the workplace as well as areas of labor law including but not limited to, ADA, FMLA, EOE, HIPPA, FLSA, harassment and discrimination by training, managing, investigating and resolving related issues.
  • Responsible for the strategic communications for LU through utilization of social media tools and resources as well as a monthly newsletter.
  • Manage/administer personnel policies; develops and implements new personnel policies as needed.
  • Oversee and manage all employee benefit programs (Health, Dental, Life, WRS, Deferred Compensation, 401, Defined Benefit Plan, FSA, HRA, COBRA, LTD, STD) along with training and communications to employees.
  • Oversee the proper maintenance of personnel records and information and manage access to personnel files.
  • Responsible for the Worker’s Compensation Program.
  • Processes unemployment claims/appeals and paperwork.
  • Analyze data and compile reports required by regulatory agencies or requested by staff.
  • Develops, maintains, and implements Family and Medical Leave Act policy.
  • Provide advice and information to managers, staff, and employees regarding human resource Respond to inquiries from the public regarding human resource issues.
  • Manage staff development training and employee safety programs. Ensure that all employees have met all applicable training requirements. Perform personnel audits to ensure regulatory compliance.
  • Maintain a safe utility workplace under utility safety programs and compliance with regulations. Develop and administer training, investigation and safety materials and equipment activities as required for the welfare of employees and utility customers. Ensure proper safety audits are conducted.
  • Plan and direct all Safety Committee meetings.
  • Oversee the retirement, separation, termination, and exit process for employees.
  • Oversees the administration and annual reporting for the drug and alcohol testing program for DOT & Non- DOT employees.
  • Oversee the clothing policy and adherence to the policy for the field personnel.
  • Serves as a public record retention specialist and provides guidance to staff on how long public records are to be kept. 
  • Provide contract review, tracking, renewal and other services for management. This includes assisting in the bidding process when necessary and ensuring that LU is following regulations.
  • Champion company-wide work order system. 
  • Attends seminars and continuing education classes to enhance customer service, administrative and technical skills. 
  • Performs all other duties as requested.

 

Qualifications

  • Bachelors degree in Human Resource Management preferred. 
  • Six (6) years related work experience is required. Utility experience preferred. 
  • PHR or higher certification required. 
  • Strong word processing and spreadsheet skills and the ability to use a variety of office equipment such as calculators, copiers, typewriter, facsimile machine, personal computer, etc. 
  • Strong written and verbal communication skills necessary in order to deal with a wide range of personalities both inside and outside the organization. 
  • Able to remain calm and deal tactfully with employees and customers.
  • A valid Indiana driver’s license required.
